Duties and responsibilities:

In accordance with the Staff Rules and Regulations of the United Nations and under the supervision of the Chief Human Resources Officer (CHRO), the Associate Human Resources Officer will be responsible for the following duties:

  • Provide advice and support to managers and staff on human resources related matters;
  • Ascertain staffing requirements, interview local applicants in order to select the most suitable candidates and or submit staffing proposals to Head of Sections;
  • Organize and administer staff grievance procedures, negotiate settlement of appeals and complaints, provide advice and counseling to staff members;
  • Monitor and evaluate recruitment and placement related activities of client offices, and recommend changes or corrections related to procedures to these offices;
  • Review recommendations on the selection of candidate by client offices for submission to Mission Review Panels (MRPs);
  • Monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staff tables, and process of contracts;
  • Monitor, advise and act on disciplinary matters in accordance with established policies and procedures;
  • Administer and provide advice on salary and related benefits;
  • Review and recommend level of remuneration for locally recruited consultants;
  • Provide advice on career development to staff, design, plan, monitor and provide induction orientation programme and briefing to new staff members;
  • Advice and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements;
  • Provide inputs required in assessing the labor market in the field to establish salaries and related allowances of locally-recruited staff;
  • Perform other ad-hoc duties as assigned by the supervisor.

Qualifications and Experiences:   

  • Education: Advance University degree (Master’s Degree or equivalent) preferably in Public or Business Administration, Human Resources Management or related area such as Education or Social Science; or a first level university degree with a relevant combination of academic qualification and extensive professional experience may be considered in lieu of an advanced university degree. 
  • Experience: At minimum of 2 years (with an advanced university degree) (4 years with a first level university degree) of progressively responsible professional experience in human resources management or related area. Solid computer skills, proficiency in word processing and good knowledge of human resource databases. Experience in UN or international NGOs an advantage.
  • Language: Fluency in written and spoken English and French is required. Knowledge of other

languages spoken in the Democratic Republic of the Congo is an asset.
