Location: Kinshasa, DRC

The World Bank Group serves 48 client countries in the Africa Region (AFR). Clients range from low income countries among them many fragile and conflict states to a small but growing number of middle income countries (MICs) but with weak human development indicators. Average annual per capita income varies widely and inequalities persist in most AFR countries, with most of the Region’s people living in poverty. As laid out in the Education Sector Strategy 2020, the World Bank Group’s agenda in the developing world over the next decade is to achieve “Learning for All” by promoting country-level reforms of education systems and building a global knowledge base powerful enough to guide those reforms.

The Responsibilities will include:
The Education Specialist will have the following specific responsibilities:
Operations: In consultation with the TTL, serve as the point person in the field, handling all operational mattes on a day-to-day basis.  Provide implementation support to the government and participate in supervision missions of the PARSE and the PROSEB.  The main goal is to ensure the quality and timely implementation of these operations. Non-Lending Services:  Contribute to the execution of the on-going AAA as well as the dialogue on post-basic education in view of setting the stage for the preparation of a new operation on post basic education. Others:  Provide education sector input to regular Bank’s products/outputs (e.g. CPIA write-ups, HD sector briefings, background reports, project performance reviews, etc.).  Respond to ad-hoc information requests from internal and external parties. Partnerships:  Participate in regular LEG meetings and contribute to its work.

Qualifications
At least a Master’s degree in Education or a related field.  Knowledge of education economics would also be very useful.A minimum of 5 years of relevant international work experience is required.  Experience, particularly in performing the above tasks, such as participating in preparation and implementation support and supervision of Bank operations, and in working on education sector reviews, policy notes and impact evaluations, is very desirable. Familiarity with World Bank Group operations, including preparation and implementation support projects is very desirable.

Knowledge and Experience in Development Arena – Understands policy making process; distills operationally relevant recommendations/lessons for clients. Policy Dialogue Skills – Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders. Possesses strong analytical and technical skills, including an understanding of the core education data sets, indicators, tools for analysis of this data, and the use of evidence for education policy. Has some experience in the education sector.
