Human Resources Manager (H/F)

MISSION DU POSTE

The role is responsible for the overall Human Resource and Administration function and ensures appropriate compagny’s human resource systems and policies are in place to enable effective and optimal management of the organisation. In line with our Strategy, defines the Human Resource and administration processes and initiatives for us.

PRINCIPALES RESPONSABILITES

Develops, reviews and updates our Human Resource Policies and procedures to support company’s Human Resource strategy;
Develops policies and ensures that they are adequately communicated to all staff;
Ensures our company is compliant with applicable Human Resource related statutes and regulations within the country;
Develops and leads identification of training needs and interventions, career development plans and annual training plan for our company;
Prepares the HR and Administration Budget for approval in line with the HR Plan ;
Advises, guides and supports line managers to adopt the best Human Resource practices across the company ;
Ensures maintenance of a harmonious working environment through enhancement of proactive communication initiatives aligned to  our mission, vision and values;
Leads HR initiatives aimed at enhancing good working relations such as staff meetings, social events etc.
Manages the staff compensation and benefits i.e. Contracting, Medical, Group Personal Accident and Group Life Assurance Insurance policies ;
Routine interactions with employees giving administrative guidelines and gathers information for management review;
Ensures security and safety at the office premises, routine first aid and firefighting skills training for all employees and evacuation plan;
Conduct reference checks and academic verifications ensuring quality and eligible resources are recruited;
Ensure hygiene and quality environment within the office premises;
Develops and reviews induction manual and ensures all new entrants go through the induction process for our company;
Develops and review the leave policy and ensures staff compliance for the company, and prepares the annual leave plan for all staff;
Develops, reviews and updates the Human Resource Manual for the company
Ensures the leave plan adherence, verification and certification of sick leave / medical evaluation. Maintains historical leave records and monthly leave computations for provision purposes.
Liaises with line managers to understand and implement company’s human resource policies and procedures;
Ensures approval of company’s budgeted  headcount and liaises with the CEO UG and department Managers / HoDs in the review of the company’s organization structure;
Liaises with line managers in development of job profiles and maintain an updated job profiles database for all roles in the company;
Provides advisory and support services to line managers in administering staff policies, disciplinary issues, conflict resolution, grievance handling and other people management matters;
Provides regular Human Resource management information and reports to management
Negotiates administration management contracts on behalf the company;
Ensures the company’s assets and staff are covered with the relevant insurance policies;  
Taking charge of general office administration, maintaining service contracts, managing office equipment, monitoring and management of administrative costs within mandate;
Leads the maintenance and repairs of office, furniture and equipment for the company;
Ensures the company motor vehicles are in good working condition and that their movements are tracked
Ensures fuel consumption is in right quantities and accounted for by all stake holders;
Prepares annual training and development budget for the company and implements training and development plans;
Manages the staff training and development including supporting the line managers with the training needs assessment process. Ensures training needs are addressed and that staff are facilitated to perform their duties;
Liaises with all heads of departments and ensures performance objectives are set, and periodic reviews are done ;
Ensures all staff are up to the required performances standards and those who are not are put on Performance Improvement Plan (PIP) ;
Maintains vacancy files and tracks status of job announcements ;
Leads the recruitment process and participates in the evaluation and screening of applicants. Follows up on reference checks and academic verifications ensuring completion of the pre-recruitment formalities ;
Updates and maintains Employee files ;
Computes final dues for exiting employees and ensures exit Interviews and all the required processes have been fulfilled as per the company policy before the files are closed ;
Coordinates remuneration surveys and presents findings and recommendations to the CEO ;
Ensures staff are remunerated as per the contract ;
Ensures timely e-filing of statutory taxes (PAYE), LST and NSSF contributions for the company ;
Ensures staff benefits are catered for as agreed in the employment contract for the company.

PROFIL RECHERCHE

Formal Qualifications Required

Bachelor’s Degree or its equivalent in Human Resource Management related field in a recognised institution

Experience

At least 5 years of working experience in a Human Resources Management environment

Knowledge Areas

Good knowledge of DRC labour laws
Good knowledge of Best Human Resource Practices
Ethical Practise
