MISSION DU POSTE

Le titulaire assure la supervision opérationnelle quotidienne et le soutien administratif, logistique et de formation à l'Unité du Programme spécial de renforcement et d'intervention de l'ambassade de Kinshasa (SPEAR) composée de 26 agents de la Police nationale congolaise (PNC). Il aide au commandement et au contrôle de l'unité SPEAR pendant les évolutions de la formation et au soutien opérationnel quotidien de la mission. Ce poste est le principal agent de liaison de l'ambassade auprès de la direction de la PNC. Il aide le mentor SPEAR à soutenir les entrainements et les exercices, et aide à la sélection de nouveaux membres de l'unité SPEAR. Ce poste maintient la responsabilité et le contrôle de plus de 1000000$ d'équipement opérationnel et de formation sensible du gouvernement américain, y compris plus de 50 armes à feu et deux véhicules. Le titulaire rapport au mentor SPEAR et de l'agent spécial DS responsable des opérations SPEAR.

Summary:

The U.S. Embassy in Kinshasa is seeking eligible and qualified applicants for the position of SPEAR Program Coordinator in the Security Office.

Duties

This position provides daily operational oversight, and administrative, logistics, and training support to the Embassy Kinshasa Special Program for Embassy Augmentation and Response (SPEAR) Unit composed of 26 Congolese National Police (PNC) officers.  This position assists with SPEAR Unit command and control during training evolutions and routine daily operational support to the Mission.  This position acts as the primary Embassy liaison to the leadership of the PNC. This position assists the SPEAR mentor with support for drills and exercises, and assists in the selection of new SPEAR Unit members. This position maintains accountability and control of over $1,000,000 of sensitive U.S. government operational and training equipment, including over 50 firearms and two vehicles. This position reports to the SPEAR Mentor and the DS Special Agent responsible for SPEAR operations.

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least five years of combined experience directly supporting security/law enforcement operations and performing logistical/administrative support is required.

Education Requirements:

Completion of secondary school is required.

Evaluations:

This may be tested: 

LANGUAGE: English and French (Good Working Knowledge) is required.

SKILLS AND ABILITIES : Must have a local driver's license and be capable of operating unarmored and armored vehicles during emergency maneuvers. Must have computer skills necessary to draft basic correspondence and maintain basic spreadsheets for accountability of U.S. government equipment and stipend distribution. Must be capable of lifting 100+ pounds for short durations such as moving casualties and carrying 50+ pounds of protective equipment (helmet, body armor), weapons, and ammunition for periods of up to 10 hours during training and routine and contingency operations.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Embassy in Kinshasa may receive a compensation package that may include health, separation, and other benefits.

For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
