Summary:

The U.S. Mission in Kinshasa is seeking eligible and qualified applicants for the position of PEPFAR Deputy Coordinator in the PEPFAR Section.

The work schedule for this position is:
Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (04 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties

The Deputy PEPFAR Coordinator reports to the PEPFAR Coordinator (PC) and provides program support to help manage and facilitate the implementation of a coordinated HIV/AIDS program by all USG agencies (State, USAID, Department of Defense, Center for Diseases Control) at post under the direct supervision of the Chief of Mission (COM)/Deputy Chief of Mission (DCM) at post and oversight of the Office of the Global Aids Coordinator (OGAC) in Washington, DC. Is responsible for major U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) efforts such as organizing the work of the PEPFAR office, assisting in managing the elaboration of the Country Operational Plan (COP) and has extensive monitoring & reporting activities. Position supervises two (2) employees.

Qualifications and Evaluations

Requirements:

EXPERIENCE:  Minimum 3 years’ experience in managing resources and program implementation; management and development of health care delivery/practice; and experience with HIV/AIDS programs is required. One additional year of supervisory experience is required.

JOB KNOWLEDGE:  

Internal - The incumbent needs to have good knowledge of the USG Mission in DRC, the inter-agency working of the PEPFAR team, initiative and issues.

External - The person must have good knowledge of HIV/AIDS and general public health issues within the DRC context. Specialized - Expert knowledge of the health sector in DRC.

Education Requirements:

Doctoral level (terminal) degree (Doctor of Public Health (Dr.Ph.), Doctor of Medicine (MD) or host country equivalent degree in medicine is required.

Evaluations:

LANGUAGE:  Level IV (Fluent) speaking/reading/writing of English is required. This will be tested. Level IV (Fluent) speaking/reading/writing of French is required. This will also be tested.

SKILLS AND ABILITIES: Ability to utilize PC: Windows, Word, Excel, Outlook, etc., (will be tested); regular programmatic and financial reviews of programs; manipulate and comprehend numbers (numerical skills). IT software: Microsoft application; SIMS (Site Improvement to Monitoring System); DATIM (Data Accountability Transparency Impact), PBAC, Panorama Website; keyboarding skills with skills and accuracy is required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
