Our programs focus on increasing access to quality health care at the last mile, or the point at which services are delivered. SUMMARY

DRC COUNTRY DIRECTOR IS RESPONSIBLE FOR THE OVERALL PROGRAMMATIC AND ADMINISTRATIVE ASPECTS OF THE ORGANIZATION IN DRC. THE POSITION SERVES AS THE PRIMARY REPRESENTATIVE OF DRC OPERATIONS TO THE GOVERNMENT, IN-COUNTRY PARTNERS, AND TO VILLAGEREACH’S SEATTLE, USA HEADQUARTERS. THE POSITION REPORTS TO THE VICE PRESIDENT, BASED IN SOUTH AFRICA, AND MANAGES ALL COUNTRY STAFF EMPLOYED IN DRC.

DESCRIPTION

Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Lead the pursuit and development of new business opportunities for growth in DRC including drafting of concept notes, proposals and budgets (40% of non-routine time);
Oversee the implementation of VillageReach’s programs in DRC including the creation and monitoring of work plans, budgets, and evaluations;
Manage all country office staff and provide oversight for finance, administration and human resources, so as to ensure compliance with all local laws, donor requirements, and organizational procedures and policies;
Develop and manage relationships with government, donors and other partners
Coordinate VillageReach’s activities in DRC with and provide regular reporting to government partners, other NGOs, donors, and the organization’s headquarters;
Monitor program implementation and refine program strategies and plans accordingly, ensuring that DRC program design and execution are aligned with the organization’s global strategy;
Maintain regular and substantive communication with other offices, acting as a liaison between the DRC office and the Seattle office;
Represent VillageReach in technical working groups, committees, government forums, and conferences;
Stay informed on local and international initiatives that support VillageReach objectives;
Define and fill staffing needs and maintain an office environment that encourages learning and growth;
Be responsible for enforcing security and safety procedures for staff and visitors.

SUPERVISORY RESPONSIBILITIES:

This position directly supervises up to 8 employees directly. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

EDUCATION & EXPERIENCE:

An MPH, MPA or equivalent degree preferred and at least ten (10) years of direct program and administrative experience at Country Director level in a healthcare set-up or an equivalent combination of education and work experience is required.

OTHER QUALIFICATIONS:

Familiarity with the operational context in DRC and ability to navigate complex relationships with government and donors.
Ability to travel internationally, including to the United States, on business.
Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
Demonstrated understanding of challenges with working in rural, underserved and low-income context; experience living in and/or working in a low-income country a plus.
Proficient in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel) and comfortable in a fast-paced technical environment.
Proficient in written and spoken French and English.
Ability to prioritize and perform multiple tasks, problem-solve, and work under pressure.

ENVIRONMENT AND PHYSICAL DEMANDS

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.
