Responsabilitis
Under the supervision of the Chief, Engineering Services, the Environmental Officer will work within the Environmental Unit to implement policies throughout the Mission. The EO will collaborate with other members of the Environmental Unit to investigate and assess existing and emerging environmental issues and to make recommendations for action, and in some cases oversee the remediation action or environmental response. The EO will contribute to discussions on environmental issues within the Mission and work to inform and educate Mission personnel, local Government authorities and other international organizations about technical issues, international best practice, policy implementation and environmental hazards. The EO will contribute to planning and will help to develop and implement environmental programs within and throughout the mission.
As well as a technical responsibility the Environmental Unit has an educative role within the mission. The EO will assist in developing education and training programs covering a range of environmental issues relating to the operations of the Mission as well as providing a model of sound environmental practice.
Specific duties will include
- Investigate, assess and make recommendations of an environmental nature pertaining to all aspects of MONUSCO operations. Carry out environmental impact assessments and produce reports on environmental investigations;
- Provide appropriate technical environmental information and behavioural recommendations relevant to the operations of the mission (this may include waste management; hazardous materials management; procurement; appropriate technology; design; pollution and contamination; energy production, use and efficiency; biodiversity and conservation; transport; rehabilitation and revegetation and sustainability);
- Take actions to promote awareness of environmental issues throughout the Mission including the compilation of procedure statements, remediation programs and training and promotional materials;
- Collaborate with staff across the Mission to identify hazardous and environmentally inappropriate installations, processes and behaviors. Recommend action to mitigate the effects of hazardous and environmentally inappropriate installations, processes and behaviors;
- Liaise on environmental issues with local authorities and other government and non-government agencies.
- Keep a record of environmental issues and actions in the mission;
- Assist with drafting of appropriate environmental guidelines and procedures;
- Assist with compilation of various reports including the UN Greenhouse Gas Emissions Report, and other reports as directed;
- Work continuously to find and implement ways to reduce the environmental impact (environmental footprint) of the Mission;
- Contribute to the development of the mission’s environmental baseline study and the development of an environmental action plan.
- Investigate complaints or reports of pollution, contamination, health hazards and other environment-related incidents.
- Investigate and report on compliance with Environment Policy and the mission’s environmental objectives.

Qualifications
Education:
Advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental management, ecology, conservation, environmental education, or a related field is required. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.
Work Experience:
- At least 2 years work experience in environmental science, environmental management, or a related field.
- Possession of a valid national driving license would be an added advantage.
Languages:
Fluency in written and spoken French is required. Good knowledge of English language (written and spoken) is desirable.
