Advocacy Officer - WV DRC

PURPOSE OF POSITION:

To implement National WV DR Congo advocacy initiatives, in the Eastern DRC, aimed at seeking and promoting justice for the poor and marginalized and addressing the root causes of poverty and injustice, in the context of WVDRC’s vision, mission core values, and strategic priorities.

KEY RESPONSIBILITIES:

Strategy Implementation and Enhancement
Plays a leading role in the implementation and ongoing development of World Vision DRC’s national advocacy strategy, in Eastern DRC, by
working closely with other WVDRC advocacy staff based in the National and other DRC Regional Offices on common projects and initiatives,
putting special emphasis on peace building, aid effectiveness, protection and SGBV, and the root causes of fragility
engaging in advocacy to key working level stakeholders and decision-makers and creating opportunity for senior WV staff advocacy to senior level stakeholders and decision-makers, and
promoting capacity in local level advocacy (CVA and CPA) in WVDRC community programs, which can feed into national and multi-lateral advocacy.

Effectively manages the implementation of World Vision DRC’s advocacy project (s) in eDRC, including preparing and submitting regular reports;
Designs advocacy projects and related proposals that would support the implementation of World Vision DRC’s advocacy strategy.
Jointly, with the input of other WV offices, creates and periodically updates a comprehensive eDRC advocacy strategy that includes community, national, and international level components, as well as an advocacy timeline, delineating key upcoming events in eDR Congo around which WV could work as a partnership to advocate.
Ensures that this advocacy strategy is integrated into and complements the WV DR Congo 2009-12 Strategy, and the new 2012-2017 strategy
Generates periodic monitoring reports and analysis on the overall political, economic, social and humanitarian situation in eastern DR Congo , including regular updates to key Partnership stakeholders, in accordance with WV DR Congo National office reporting

Networking and Liaison
Leads and coordinated the WV Partnership Working Group on eDRC in collaboration with the Associate Director- Advocacy and Communications;
Work under the supervision of the Associate Director- Advocacy and Communications, liaises with eDRC regional office, National office, WV Support Offices, Africa Regional Offices, and WVI staff to coordinate advocacy activities and messaging on DRC;
identifies strategic opportunities for the ND, eastern Regional Director, Associate Director- Advocacy and Communications and others to undertake advocacy initiatives;
Actively participates in joint advocacy initiatives and relevant ‘clusters’ and forums with other NGOs and UN agencies in Eastern DRC. Coordinates with other agencies carrying out advocacy initiatives in
Eastern region DRC, to open opportunities for WV to collaborate with other agencies in this area; Collaborates closely with National advocacy staff located in Kinshasa who network with these organizations at that level;
Works closely with WV DRC Communications Team to support advocacy messages;
Coordinates with WV DRC sector managers and other staff to promote and facilitate local level advocacy activities;
Participates in policy process platforms, fora and networks
Strengthens collaboration and networking with partners and policy makers

Research and Analysis
Leads assessment and research activities to gather information and analysis that would inform policy and advocacy briefing documents, assessment reports, and research papers;
Continually gathers information on the key WV Eastern region advocacy themes – from WV DRC’s programs, other humanitarian actors, communities in the Kivus, and other primary and secondary sources in order to inform advocacy products and tools;
Drafts periodic advocacy documents and policy papers;
Works with others to develop and complete an annual research paper highlighting a specific theme and the related advocacy needs and opportunities for WVDRC and the partnership.

Training and Capacity-Building
Plays an active role for WVDRC in developing local level advocacy capacity through the use of WV tools such us as CVA and CPA.
Work with sector services and provide guidelines on how to more effectively incorporate advocacy approaches in relevant projects.

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
Excellent oral and written skills in both French and English (functional knowledge of Swahili is an advantage).
Experience in conflict and post conflict environments is required, as well as an excellent understanding of the challenges and complexities of carrying out advocacy in insecure environments
Some work experience in the areas of public policy advocacy, with specialized knowledge of protection, peace building in conflict environments, and/or child rights.
Strong understanding of and ability to work effectively with the international humanitarian community, preferably experience working with/in coalitions of other INGOs and the UN.
Experience managing and coordinating program activities involving partnerships, including with NGOs and Government.
Demonstrated interest, with some experience in research projects.
Computer literate and well-versed in basic software packages and photography.
Excellent training and facilitation skills.
Excellent networking abilities.
Proven ability to work independently and collaborate with diverse staff and partners and in a cross cultural environment.
Committed and enthusiastic for World Vision’s aims and mission.
Confident and organized self-starter who can handle multiple tasks and responsibilities.
An energetic, self-starting approach to projects that involve significant responsibility and fixed deadlines.
Ability to travel and work in the field is an essential and frequent function of the position.
