Role and Responsibilities

As a Logistics Officer you are responsible to lead the procurement team and responsible for the supply chain within Congo as well as the procurement of goods and services for project and base needs. You also need to supervise the relationship with customs for international imports, manage the delivery of requests, and supervise the coordination of all flights.

Project Overview

Currently Medair operates projects in three sectors, in Health supporting IDPs in Irumu and Bas & Haut Uélé, in the WASH sector improving water and sanitation in health centres and supporting the construction of family latrines and in the sector of Infrastructure which includes rehabilitation of bridges and crossings on the road to improve humanitarian access.

Key Activity Areas

• Manage procurement process for all PR’s raised and any small purchase made locally.

• Ensure compliance with donor regulations.

• Ensure adherence to Medair procurement protocols including completion of log packs.

• Ensure the follow up within the supply chain from the PR to the Delivery note to the requestor. (Delivery note, WB, Receipt of Goods, BOF)

• Develop a relationship with suppliers, select suppliers, regularly update a general price list.

• Create an internal shop for commonly ordered goods (office supplies, bikes equipment, etc.) to serve every base in a more efficient way.

• Propose, book, modify, cancel flights to meet traveller and cargo requirements and ensure staff are regularly updated.

• Implement checks and safeguards to reduce the risk of fraud in procurement activities.

Qualifications

• University Degree

• Postgraduate training in relevant field desirable

Experience / Competencies

• At least 1 year field experience in insecure project location

• Management experience

• Procurement experience

• Working knowledge of French (spoken and written)

• Knowledge of specific supply chain management software desirable

• Passionate about providing excellent customer service

• Approachable and friendly

• Persistent, yet flexible given changing environment

• Calm in a crisis

• Familiar with Medair and donor procurement guidelines

• Familiar with Medair supply chain procedures.

• Knowledge of IT and communication equipment desirable.

• Knowledge of mechanics for cars and generators desirable

Working Conditions

• Mainly office based in Bunia with regular visits to our different supply locations (Béni, Butembo, Kampala, Goma).

• Bunia is a large rural town. Although there are some security restrictions, you are still able to go out to local markets, and there are a few restaurants in town.

• Good living conditions with the team in a large house (and spacious garden) with often running water and electricity. There is access to communication tools as well as mobile phones and internet at the team house.
