JOB SUMMARY
The Human Resource Manager would provide both operational and strategic HR service for the Democratic Republic of Congo office. Any other duties that may be assigned depending on the needs of the business.
DUTIES AND RESPONSIBILITIES
- Learning, Skills Development & Talent Management
- To take the lead on the roll-out and management of Performance Management throughout the DRC employees advising the Managers on related issues.
- Recruitment, selection and placement
- Maintain HR Administration Management records: manage all administration issues for the national and international office: important issues of filing, meetings, protocol, status, staff files etc.

- Remuneration & Benefits management : to manage the salary and allowances process by gathering and analyzing appropriate information from a range of sources and making recommendations for any changes.
- To ensure efficient and relevant flow of communication i.e. information around the office, notice boards, mail, information to staff, intranet HR processing…
- Employee Relations and teamplayer
- Adherence to in-country HR policies and practices and keep up to date on any HR policy changes that affect the Company.
- Oversee the management of business processes
- To establish and manage HR M systems including contract monitoring, staff leave, training, inductions, recruitment, medical costs, exit interviews etc for all staff in the DRC ensuring requirements are being met.
- To prepare accurate and timely monthly HRM reports for the Country Director on issues related to HR management in the DRC. To follow up on issues arising as required.
- To advise the Managers and Employees on any legal or official obligations that the Company needs to be aware of concerning taxation, social security, Government financial and HR reporting/auditing requirements and any other legal issues pertaining to Company’s status in the DRC.
BASIC SKILLS – COMPETENCIES – KNOWLEDGE – EXPERIENCE
- Minimum 4 years of proven experience of HR management gained in communications/information Companies or other organisations with preferably a qualification in human resources, administration or business
- Supervisory / Management exposure
- Proficient in French and good command of English
- Proficient in Computer and software (Outlook, Word, Excel and presentation)
- Excellent communication skills at all levels
- Confidence
- Excellent judgment skills
- Outgoing and dynamic personality
- Significant knowledge of local labour laws required
- Experience in dealing with the Congolese government on legal issues of visas, registration, tax, movement of personnel etc.
- Adaptable and flexible in approach to work with a willingness to work under pressure in a demanding environment
- Able to support and influence others with strong personnel management skills and diplomacy
- Initiative and motivation to work independently and develop solutions to problems
- Ability to support a multicultural team and experience of staff development.
- A good communicator with strong writing and reporting skills.
2. QUALIFICATION REQUIRED
- Master or Graduate in Human Resources management or equivalent Human Sciences
- Relevant trainings in Human Resources Management and/or in any similar domain.
3. LANGUAGE PROFICIENCY
- Excellent command of English and proficient in French (written and spoken).
