DUTIES AND RESPONSIBILITIES |

|
The Chief Security Officer serves as the Mission Security Adviser and reports to the Chief Security Adviser on all security-related matters. He/she is responsible for, but not limited to, the following duties: Advise the CSA on all mission security-related matters and participate in discussions and development of security policies and procedures. Supervise the Security Section units focused on security operations to include: the Security Operations Centre (SOC), Protection Services, the Plans and Operations Unit, and the Area/Regional Security Offices Coordination Unit. Undertake threat assessments for all locations in the Mission area where United Nations personnel are present. Contribute to the planning, implementation, evaluation of effectiveness of security plans and other aspects of security operations. Review and monitor activities related to the Mission security program and Mission security plans, including all aspects related to elaboration, development and updating of such plans and, if necessary, their implementation. Identify air and land evacuation requirements to be used in emergencies. Ensure availability of emergency communications by making periodic checks to determine if system is adapted and functioning properly. Request necessary repairs or adjustments. Maintain continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff, project personnel to follow appropriate preventative steps. Arrange protection detail for senior personnel or visiting VIP’s as necessary. Compile and maintain an updated staff list that includes all personnel, including visiting missions and consultants. Establish lines of communication with security focal points operating in the mission area and other missions to ensure maximum security coordination. Establish and maintain dialog with international institutions for coordination of efforts in the event of natural disasters. Establish and maintain liaison with national law enforcement agencies and local authorities. Monitor and evaluate office physical security measures. Conduct security surveys of installations and facilities. Determine need for, and provide training and advice to UN staff on residential security measures. Establish procedures for and conduct investigations on all deaths and all accidents and incidents in which mission staff have been victims of crime. Follow up on all arrests of staff members. Assume responsibility for guard force management and issuance of ID cards. Conduct and supervise security training in such subjects as the security management system. Evaluate effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans. Effectively administers all mission-appointed security officers. The CSO performs the duties of the CSA in his/her absence.

Competencies Leadership – Demonstrated leadership skills in managing a security operation. Professionalism – Excellent knowledge of security management, combined with solid background of military or other security specialization and some political and social knowledge of country of assignment; good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives, and other sophisticated devices encountered in security management; ability to effectively deal with stress factor when encountered. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of peace operations. Technological Awareness – Good computer skills, particularly in relation to security management and monitoring. Communication – Good oral and written communication skills. Judgment and Decision-Making – ability to make quick decisions in emergencies or when rapid response is required. Teamwork – Good interpersonal skills; ability to establish and maintain effective working relations with: mission directors, security officers in other agencies, specialists in other fields related to security, representatives of local and national governments and the non-government community, with sensitivity and respect for diversity. Qualifications Education A Bachelors degree is required and in addition for this specific post a Masters Degree, preferably in business administration, political/social science, psychology, or international relations, with focus on security management is mandatory. Work Experience A minimum of ten (10) year of progressively responsible experience in security, police or military service with extensive command or leadership experience. Of these, at least two (2) years of international exposure in a management function in the United Nations or other international organization is mandatory. Direct experience in United Nations System with proven crisis capabilities is mandatory. Languages Fluency in spoken and written English and French is essential.

While this temporary assignment will provide the successful applicant with an ideal opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
