Background:
The goal of the Livelihoods and Food Security Technical Assistance (LIFT) project is to build the continuum of care for people living with HIV/AIDS and other vulnerable households by facilitating their access to high quality, context appropriate, market-led economic strengthening, livelihood and food security (ES/L/FS) opportunities that improve their economic resilience and lead to better health. To improve nutritional status among patients, the Nutrition Assessment, Counseling and Support (NACS) approach integrates supplemental feeding and nutritional counseling into clinical HIV care regimens. An essential component of LIFTs approach is establishing links to integrate economic strengthening and food security activities within NACS programs.
LIFT’s objective in DRC is to support the roll out of NACS focusing on the integration ES/L/FS as a component of the NACS program approach in selected sites. This approach will extend the continuum of care for individuals and households affected by HIV, utilizing clinics as the critical entry point and mechanism through which the project will coordinate linkages to ES/L/FS support.
LIFT’s primary strategy to accomplish this will be through operationalizing the integration of ES/L/FS community linkages into the NACS roll out in three (3) Health Zones in the Kinshasa Province through an approach that suits local needs, enables learning and can advise on the development a strategy for scale up in the future to include additional NCST site communities and districts. LIFT will work in close coordination with relevant government ministries, local coordination mechanisms, partners and FANTA in these three sites, all located in Kinshasa Province.
A second important element of this consultancy is to oversee LIFT’s support to PROVIC, a USAID funded project, to pilot Village Savings and Loan Associations. The consultant will coordinate technical assistance with LIFT partner CARE and monitor the implementation.
Support Summary:
Working out of Kinshasa, this consultancy scope is largely around provision of strategic and logistical support and guidance to prepare LIFT for piloting components of a referral approach to integrate ES/L/FS into NCTS in three sites in Kinshasa.
Skills and Experience:
- Tertiary social science qualification
- Experience in the HIV/AIDS and/or economic strengthening sectors
- Knowledge of national and local institutions in the HIV/AIDS and economic strengthening arena
- Excellent writing and communication skills
- Experience working with USAID programs
- English language ability preferred
Level of Effort
25 days. All travel related costs will be covered by the project.
