Job title: Performance Monitoring Coordinator
Project: Promoting and Strengthening Justice in the Democratic Republic of Congo Project “ProJustice Project”
Reports to: Chief of Party
Type of contract: Fixed Term
Location: Kinshasa and other locations within the Democratic Republic of Congo
Under the supervision of the Chief of Party (COP), the Performance Monitoring Coordinator executes data collection, management and reporting activities related to the Performance Monitoring and Evaluation Plan (PMEP), the project’s Risk Management Approach, and periodic reporting requirements of the project to USAID, Tt DPK, and counterparts. He/she provides input to project management activities to strengthen project activity planning and implementation of project activities in order to maximize results.
Responsibilities
- Lead implementation of the project’s PMEP
- Perform the monitoring and evaluation of project activities in consultation and coordination with the ProJustice COP, Tt DPK Project Officer, counterpart organizations, sub-grantees and consultants in charge of carrying out project activities and field operations
- Create and maintain a sustainable PMEP monitoring and reporting system to develop realistic and convenient data collection plans, periodically review data, perform data analysis, and report findings
- Conduct trainings on developed approaches for project and counterpart staff, as needed and required by the ProJustice COP;
- Adjust indicators per annual work plans according to changes in constraints and critical assumptions, project’s scope of work, funding levels, overall environment for implementation, etc.
- Develop data gathering and record keeping systems to monitor performance indicators with quantifiable data establishing baselines, denoting progress, and measure actual results compared to expected results
- Collect, analyze, organize and review statistical data and information relating to the project’s activities, indicators, milestones, results, and objectives as established by USAID and the Tt DPK team
- Organize and maintain files with the necessary documentation to support the PMEP data and results
- Ensure compliance at all levels with relevant USAID’s performance and results requirements
- Conduct and oversee research, surveys, data collection and quality assessments as requested by the ProJustice COP
- Assist in the preparation of monthly, quarterly, annual, and end-of-project reports; emails; success stories; and other written communications that aim at presenting the project’s results and accomplishments to USAID, the Ministry of Justice of the Democratic Republic of Congo, and other donors and stakeholders involved in justice reform
- Attend workshops, meetings, and serve on committees as requested by the ProJustice COP
- Assist as requested by the ProJustice COP with strategic and short range planning and implementation of programs and services
- Conduct research on a variety of topics and best practices
- Implement other duties assigned by the ProJustice COP
Qualifications
- A university degree in statistics or related fields;
- Prior work experience with International firms or projects with a preponderant use of English;
- 3+ years of professional experience in performance monitoring;
- Excellent Excel skills;
- Ability to work under stress, some overtime including some weekends;
- Ability to meet strict deadlines;
- Congolese citizenship.
