Responsibilities: Within delegated authority, the Medical Officer will be responsible for the following duties:
Clinical Duties:
· Undertakes day-to-day clinical duties, e.g. walk-in counseling and testing
· Provide and/or arrange for treatment, care and support to staff members and dependants living with or affected by HIV/AIDS
· Undertake day-to-day occupational health duties: pre-placement and periodic medical examinations, including Post Exposure Prophylaxis for HIV, etc.
· Refers staff to outside specialists as necessary
· Follows-up with outside specialists
- Provide VCT services in Kinshasa and provide technical support to sector-based HIV/AIDS counselors
- Participates in drafting and implementation of VCT protocol of the Mission
- Design the annual HIV/AIDS counseling Program
- Prepares monthly, quarterly, special and annual reports on VCT, AIDS Related deaths, repatriations and cases of HIV and other STIs
- Assure Quality control of VCT services in the Mission
- Plans, monitors and evaluates up activities of HIV/AIDS Counselors in the Mission
· Plans and provides VCT Training for HIV Counselors
· Participates in addressing work environment and occupational health issues
Medico Administrative Duties:
· Liaises with UN-Military Medical Units in the mission and host-nation medical facilities
· Follows the United Nations established policies and procedures regarding referrals, sick leave and medical evacuations/repatriations
· Collects and shares relevant HIV/AIDS information with the HIV/AIDS unit team
Supervisory Administration:
· Manages day-to-day mission medical support operations by ensuring availability of VCT Supplies and proper functioning of VCCT Centers in the Mission
· Ensures appropriate training programs are implemented in order to maintain and develop the required capacity for Quality VCT and HIV/AIDS prevention.
General:
· Performs other related duties as required.
Work implies frequent interaction with the following:
Staff at large; staff within work unit;
Staff counselors;
Mission Medical Section personnel;
All UN Agency Clinics;
Military Physicians;
Physicians and representatives of Laboratories, Pharmaceutical Companies, Medical Associations and Societies.

Professionalism : Knowledge of clinical, occupational and tropical/travel medicine. Formal training in CPR and, preferably in BCLS and ACLS or equivalent emergency medical care. Qualifications and Experience:
Education: Doctorate (MD) or equivalent in medicine, including residency/internship in one of the medical specialties, preferably internal medicine
Experience: A minimum of two years of progressively responsible clinical experience in one of the areas of medicine.
Language: Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
