BACKGROUND

The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief  ( PEPFAR).  SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. SCMS is recruiting a Laboratory Logistics Advisor.  This is a full-time position based in Kinshasa.

OVERALL RESPONSIBILITIES

The Laboratory Logistics Advisor (LLA) provides technical assistance to strengthen the lab commodities management system in DRC for the US Government’s President’s Plan for AIDS Relief (PEPFAR) program and other partners, as required. The LLA is responsible for forecasting and supply planning for the PEPFAR lab commodities supply and advises on systems approaches for providing lab products for the delivery of anti-retroviral therapy (ART) and the prevention of mother to child transmission (PMTCT) programs. The LLA will support monitoring and evaluation activities, training on quality assurance, storage, distribution and inventory control techniques for testing products including equipment, reagents, chemicals, test kits and related products. The LLA will support interventions at central, regional and peripheral levels to strengthen laboratory supply management functions.  The LLA will work closely with Centers for Disease Control and Prevention (CDC) colleagues to develop a strategy and work plan to strengthen laboratory systems particularly in PEPFAR-focus provinces.

SPECIFIC RESPONSIBILITIES

1. Technical support to strengthen the PEPFAR lab logistics system.

  • Collaborate with the PEPFAR implementing partners and CDC to review and optimize the existing laboratory network.
  • Review existing laboratory logistics data tools and availability and collaborate with partners to integrate information into the system approach.
  • Support monitoring and evaluation activities such as development and use of tools or checklists and periodically monitor and evaluate the implementation of laboratory supplies management activities.
  • Provide assistance in laboratory commodities management supervisory activities. Serve as a resource in determining training needs and provide training as required.

2. Quantification and supply planning

  • Provide technical assistance to PEPFAR Implementing Partners for procurement and quantification of lab commodities
  • Work with PEPFAR Implementing Partners and others to build capacity of forecasting and  supply planning skills for laboratory products
  • Serve as a resource in determining training needs and provide training as required.
  • Provide technical assistance to PEPFAR Implementing Partners to ensure proper implementation of quantification SOPs

3. Lab standardization/Harmonization

  • Provide technical assistance to the PEPFAR team to establish/update the standard list of lab commodities  and equipment for each level of national health pyramid
  • Support PEPFAR implementing partners to implement standardization guidelines

4. Lab equipment maintenance

  • Provide technical assistance to the PEPFAR team to manage lab equipment maintenance contracts including monitoring of vendor performance

5. Coordination and other duties

  • Coordinate and actively manage any external technical assistance from SCMS headquarters for lab logistics assessment and systems design or quantification activities
  • Monitoring product distribution to the selected distribution centers and PEPFAR sites
  • Serve as SCMS focal point for any meeting or activities related to management of lab commodities
  • Participate in forums for sharing lab commodities management information with stakeholders in order to identify priority problem areas and develop joint strategies to address needs
  • Provide guidance and support to ensure that expired or unusable chemicals and reagents are separated from active stock and destroyed following appropriate procedures
  • Prepare and submit monthly activity report
  • Perform other duties as assigned

QUALIFICATIONS

  1. Medical Biologist Degree (Medecin Biologist)
  2. Significant knowledge and extensive experience in clinical laboratory work including 3 – 5 years laboratory commodities management
  3. Significant knowledge and experience working with HIV/AIDS related diagnostic instruments
  4. Demonstrated teamwork delivering outstanding results
  5. Demonstrated technical and assertive managerial skills; sound judgment, and high ethical standards
  6. Knowledge and comprehensive understanding of DRC’s public health and pharmaceutical sector
  7. Excellent interpersonal and communication skills
  8. Demonstrated excellent technical writing and oral presentation skills highly desirable
  9. Demonstrated intermediate or advanced computer skills in Microsoft Office Suite applications, including word, Excel, PowerPoint, and Outlook
  10. Proficiency in French, including speaking, understanding, reading and writing. English skills highly desirable.
  11. Ability to travel in DRC as required.
