OVERALL RESPONSIBILITIES

The Provincial Coordinator (PC)assists the Country Project Director (CPD) in providingoverall coordination of interventionsfor the DRC Systems for Improved Access to Pharmaceuticals and Services (SIAPS).He/she is in charge of the pharmaceutical technical aspects of the project.
The PC supervisesthe Provincial Representativesand leads theiractivities and accomplishments(HIV/AIDS, FP/RH, TB, relations with Drug Regulatory Authority,)ensuring that they support the overall projectstrategic approach.  She or he ensures that SIAPSis integrated at the Nationallevel and the Provincial Level.  He or she assists the CPD in providingtechnical direction to the SIAPS Projectand collaborates with the CPD in determining the appropriateness and quality of interventions.  In addition, he or she collaborates with the CPD to provide the technical liaison between the Project and other donors and stakeholders operating in DRC.

Specific Responsibilities

  1. Work with the Monitoring and Evaluation (M&E) Technical Associate to ensure that the Oversight of Technical Advisors’ work.  Ensure that the work of each unit is coordinated at national level.
  2. Together with the CPD and DCPD, coordinate the work plan from the Technical Advisors and link their plans to ensure, with the M&E Technical Advisor, that the monitoring and evaluation plans are integrated.
  3. Together with the Country Director and the Deputy Country Director identify, assess and pursue opportunities for technical assistance activities and capacity building that can be provided by SIAPS ; leverage SIAPS  core capacities to achieve results and meet stakeholder expectations.
  4. Collect and compile routine reports on the functioning of SIAPS team members from regional advisors and analyze the effectiveness of the medicine management system.
  5. Establish, support, supervise and take overall management responsibility for the five field offices and coordinate and collaborate with field office teams to implement the work plans and report on progress and constraints.
  6. Project maintains close adherence to work plans and meets designated milestones, deliverables, and benchmarks.
  7. Support the operations team in the design and implementation of appropriate systems for management of assets through the regional offices.
  8. Identify and coordinate the provision of necessary resources for the performance of duties assigned to SIAPS members.
  9. Work together with the CPD, DCPDand M&E Advisor to establish the research operations and review for the project and oversee research design, implementation, and analysis.
  10. Work closely with the Communications Officer to document and publish lessons learned from the project and use them as a mechanism to share experiences and to advocate for appropriate policy direction in support of the DRC/SIAPSProject’s focus areas.
  11. Provide technical guidance to other USAID implementing partners in health.
  12. Supervise staff as assigned. Supervisory responsibilities include, but are not limited to, regularly meeting with supervisees to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing, and ensuring adherence to MSH policies, guidelines, and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.
  13. Represents the CPD in meetings whenever it is necessary.
  14. Perform other duties as assigned by the CPD.

 Qualifications

  1. Post graduate degree in public health, public administrationor management, or a combination of equivalent relevant experience and education.
  2. Significant experience working in the pharmaceutical.
  3. Proven experience with management and monitoring of development programs in the health arena, especially in pharmaceuticals management.
  4. A minimum of 5 years technical, operations, and financial management experience required; experience in public health or supply chain related projects strongly preferred.
  5. Strong understanding of interventions in health systems strengthening.
  6. Good M&E skills and hands-on experience with indicator based surveys and assessments.
  7. Demonstrated strong organizational, administrative, communications and reporting skills
  8. Excellent conceptualization, facilitation, planning and mentoring skills.
  9. Excellent leadership and management skills; experience supervising staff.
  10. Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
  11. Fluency both in French and English, including reading, understanding, and speaking.
  12. Willingness and ability to travel within DRC at least 30% of time.
