Finance Administrator
The World Wildlife Fund (WWF) is involved in an ambitious conservation programme in the Congo Basin, partially financed by USAID. The present finance phase of USAID, called CAFEC (Central African Forest Ecosystem Conservation) has as objective to preserve the integrity of the humid forest ecosystems in the Congo Basin, over a period of 5 years (2013-2018).
In the Democratic Republic of the Congo (RDC), WWF manages its programme in 4 Landscapes: Lac Tumba, Salonga, Itombwe and Virungas. These landscapes contain a high biological diversity and are of exceptional value. The conservation of its species, ecosystems at ecological processes is of high importance for the RDC and for all humanity.
On the other hand, severe threats exist not only on these universally recognized landscapes but also on the initiatives of sustainable management of the natural resources of the Congo Basin. This programme is associated to ICCN, several conservation NGOs and also to other financial partners.
Headquarters of WWF for CAFEC are at Kinshasa, which is also the work place.
Location: Kinshasa (Democratic Republic of Congo).
Main responsibilities:
The Central Africa Forest Ecosystems Conservation (CAFEC) of the Central Africa Regional Program of the Environment (CARPE) Finance Administrator will have primary responsibility for maintaining the program’s financial integrity by overseeing the project financial management and reporting.
- He/she leads the program budget preparation; monitors and analyzes expenses and revenues monthly to ensure proper spending levels and correct usage of restricted funds. Manages actual financial performance against budget and ensures that projections are accurate.
- He/sheis responsible for the project overall financial oversight and to ensure financial reporting is carried out efficiently and in accordance with USAID regulations and WWF policies and procedures.
- He/she coordinates with the Finance & Administration team in WWF DRC to ensure adherence to local law as regarding contracts, payments, payroll, taxes, human resource policies, and local reporting requirements.
- He/she reports to the Chief Operating Officer of the WWF DRC office with a dotted line to the CAFEC Chief of Party and coordinates with the Program Operations Unit at WWFUS.
What you need:
Required Qualifications
- A Bachelor’s degree is required, preferably in accounting, business, public administration, or a related field. A graduate degree in accounting, finance or business administration, or relevant experience is preferred.
- Demonstrated expertise in managing staff and administrative and financial functions for a large program is essential.
- Senior-level professional experience with at least 8 years of substantial and successful project management experience overseeing financial and administrative activities.
- Previous experience with implementation of donor-funded projects (experience with USAID projects, USAID results-oriented development strategies, and USAID regulations preferred).
- Multi-site management, audit and program accounting experience preferred
Required Skills and Competencies
- Excellent organizational skills with emphasis on project and financial management
- Outstanding oral and written communication skills
- Highly qualified and proficient with spreadsheet programs, word processing, computerized accounting and budgeting systems (e.g. ACCPAC, Oracle, etc.), information system development, and auditing skills.
- Strong teambuilding skills and demonstrated effectiveness in teaching and mentoring financial management staff.
- Fluency in English and French is required.
- Must be willing to travel to the field offices, as well as to the US if needed.
