DESCRIPTION OF DUTIES

Organizational Setting and Reporting Relationships: These positions are located in Bandundu, Mbandaka, Matadi, and Mbuji Mayi, in the United Nations Organisation Stabilization Mission in the Democratic Republic of the Congo (MONUSCO). The incumbent reports to Field Administrative Officer in the respective region and to the Logistical Officer, Mission Support

Under the direct supervision of the Field Administrative Officer, the Logistics Assistant will provide logistical support to the field office mission in the areas of supply chain management, materials management, transportation, maintenance, contracts and services management, communications, information technology, engineering and medical services. Logistics Assistant will be responsible for the following duties:

  • Provides logistics support to on-going air, land, sea, or rail operations in the area;
  • Participate in logistics recce missions and draft recce reports;
  • Identifies, mobilizes resources, implements and reports on logistics operations;
  • Prepares reports based on logistics movements and distributes them according to requirements;
  • Implement MOUs and agreements with UN Agencies present in the region;
  • If required, liaise with local authorities on logistics related matters;
  • Liaises with other units on logistic matters, such as transportation, communications, air movements and procurement;
  • Support FAO in ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
  • Classify and file appropriately all reports, correspondences and memos to and from Field Administration Office;
  • Evaluates the functional needs of requesting field offices in terms of space and equipment;
  • Coordinates, monitors and supervises work performed by contractors to ensure adherence to work schedule and guidelines;
  • Compile documentary evidence on the accidents;
  • Ensure that projects and daily activities  meet  the health, safety and security standards and in compliance with environmental guidelines;
  • Receive weekly reports from ISS sections, draft the weekly logistics reports and submit it to Field Administrative Officer for review/approval before sending to Mission Level for further approval;
  • Screen all monthly and other JTR’s (Joint Tasking Request) from different sections. Pass the to Field Administrative Officer;
  • Performs any other duties as and when assigned by the Field Administrative Officer and the Logistical Officer, Mission Support Centre, ANAAC.

Supply:

  • Supports more senior staff with respect to all aspects of major services contracts;
  • Acts as focal point for the production of field mission cost estimates;
  • Assist FAO to maintain the supporting files and database with respect to Memorandum of Understanding (MOU) in place;
  • Controls and manages supply related items requisitioning and delivery;
  • Records contract actions and monitors activity.  This includes coordinating with missions on delivery schedules, follow-up and receipt of Receiving and Inspection (R&I) Reports, verification of invoices against R&I reports, recording contract status at all stages of processes.

Transport

  • Co-ordinates with missions on spare parts consumption rates and usage patterns.

  • Performs other duties as required.

QUALIFICATIONS

Education:  High school diploma or equivalent. Certificate of any course related to Logistics/Administration is desirable.

Experience: At least five (5) years of progressive experience in Logistics. Prior Logistics or General Services experience with MONUSCO or other UN Agencies is desirable. Proficiency in encoding of data and in the use of MS office applications (Excel, World, Power point) is required. Possession of valid national driver’s license is required.

Languages: English and French are the working languages of the United Nations. For the post advertised, fluency in oral and written French and English is required.
