Project Description:  Creative Associates International (Creative) is seeking a Chief of Party (COP) for an anticipated USAID-funded education project in the Democratic Republic of the Congo (DRC). The project is a primary education initiative that seeks to improve equitable access to education and learning outcomes for girls and boys in the DRC. In support of this goal, the project will increase equitable enrollments to a quality education environment, improve education quality, and improve governance and accountability by stakeholders. Activities will primarily target the provinces of Katanga, Kasai Occidental, and Equateur, and will support access for out of school youth related to accelerated learning programs in South Kivu and North Kivu.

Project Duration:  5 years

Position Start Date: Anticipated 2014

Position Summary:

The Deputy Chief of Party works in concert with the COP, making operational decisions and managing the various technical components of the program, including subcontracts. The DCOP ensures that program components are results-oriented, ensures high quality deliverables, and relevant and timely reporting. The individual will participate and engage in technical meetings and maintain positive relationships with Government of DRC officials, partners, and implementing partners.

Reporting & Supervision: The Deputy Chief of Party will report to the Project’s Chief of Party.

Primary Responsibilities:

  • Work under the leadership of the COP to provide technical direction and guidance to the technical team
  • Support development of implementation strategies and work plans, and coordinate the day-to-day management of technical staff and program implementation
  • Support timely report preparation, including quarterly and annual reports
  • Interact productively and collegially with program partners and stakeholders
  • Represent the project in local, national, and international meetings and events in absence of the COP

Required Skills & Qualifications:

  • Minimum of Master’s Degree (or foreign equivalent) in education, with additional experience in similar types of programs
  • Minimum 10 years’ experience, including at least 9 years’ overseas experience with technical and/or operational issues related to a mix of education and development work, policy development, decentralization, education and conflict, and community engagement
  • Program management experience with demonstrated success in managing sub-contracts/sub-grants with international consortiums including local organizations, communities, and parent teacher associations
  • Technical experience in areas including the expansion of equitable access to formal and non-formal education, pupil and teacher well-being, teacher professional development, early grade reading, L1 and L2 language acquisition, girls education, and education in conflict and fragile contexts desired
  • Experience in the African region, West/Central Africa and DRC or other fragile and conflict-affected country preferred
  • Previous experience with USAID-funded programs preferred
  • Fluency in oral and written English and French
