Project Description:  Creative Associates International (Creative) is seeking a Chief of Party (COP) for an anticipated USAID-funded education project in the Democratic Republic of the Congo (DRC). The project is a primary education initiative that seeks to improve equitable access to education and learning outcomes for girls and boys in the DRC. In support of this goal, the project will increase equitable enrollments to a quality education environment, improve education quality, and improve governance and accountability by stakeholders. Activities will primarily target the provinces of Katanga, Kasai Occidental, and Equateur, and will support access for out of school youth related to accelerated learning programs in South Kivu and North Kivu.

Position Summary:

The Monitoring and Evaluation (M&E) Specialist will be responsible for designing, implementing, and managing a system to gather, analyze, and process required information on the progress toward meeting program results, indicators, and targets. This individual will coordinate the planning and monitoring of program progress, measure program input, oversee data collection, provide rapid information on project activities and ensure program transparency and integrity.

Reporting & Supervision: The Monitoring and Evaluation Specialist will report to the Chief of Party.

Primary Responsibilities

  • Establish and manage a monitoring and evaluation system to track progress towards meeting program results, indicators, and targets
  • Ensure that performance monitoring, action research, and evaluations are consistent with program results and track activity progress towards achieving targets and results
  • Manage and coordinate provincial and district monitoring and evaluation specialists, and any administrative staff responsible for performance monitoring, oversight, and data collection and reporting
  • Determine and implement methodologies to measure the program’s impact on increased access, retention, improved learning outcomes, school safety, community engagement, gender, disability-inclusive, and conflict sensitive measures
  • Ensure methodologies are consistently and systematically tracked and reported

Required Skills & Qualifications:

  • Minimum of Master’s Degree (or foreign equivalent) in the social sciences or a related field
  • Minimum 8 years’ experience in designing, monitoring, and evaluating programs in the education sector
  • Demonstrated success in monitoring results and indicators of education quality, access, and community engagement
  • Previous experience with USAID-funded programs preferred
  • Database and statistical software skills
  • Strong analytical skills, particularly in issues related to monitoring and evaluation
  • Oral and written fluency in English and French
