Project Description: Creative Associates International (Creative) is seeking a Chief of Party (COP) for an anticipated USAID-funded education project in the Democratic Republic of the Congo (DRC). The project is a primary education initiative that seeks to improve equitable access to education and learning outcomes for girls and boys in the DRC. In support of this goal, the project will increase equitable enrollments to a quality education environment, improve education quality, and improve governance and accountability by stakeholders. Activities will primarily target the provinces of Katanga, Kasai Occidental, and Equateur, and will support access for out of school youth related to accelerated learning programs in South Kivu and North Kivu.
Project Duration: 5 years

Position Summary:
The Senior Education Advisor provides overall technical and administrative leadership and expertise for the project under the direction of the Chief of Party and Deputy Chief of Party. This individual will serve as a key liaison with USAID, DFID, the Government of DRC, and partners on technical matters, and liaise with sub-contractors and staff conducting implementation to achieve results.
Reporting & Supervision: The Senior Education Advisor will report to the Chief of Party.
Primary Responsibilities
- Provide overall technical expertise on the expansion of equitable access to formal and non-formal education, pupil and teacher well-being, teacher professional development, early grade reading, L1 and L2 language acquisition, girls education, education in conflict and fragile contexts, and education policy and research
- Serve as a key liaison with USAID, DFID, GDRC, and partners on technical matters
- Represent the activity at sector technical working group meetings
- Liaise with sub-contractors and staff conducting implementation to achieve results
- Ensure that program components are results-oriented
- Ensure high quality technical deliverables that feed into reporting are timely and focused on results
Required Skills & Qualifications:
- Minimum of Master’s Degree (or foreign equivalent) in education with a specific specialization related to the program results
- Minimum 10 years of relevant management, supervisory, and technical experience working with programs of a similar scope and scale, including at least 8 years in the education sector
- Experience in preparation of project designs, strategic planning, and implementation of related activities to improve access and education quality
- Experience with early grade reading, L1 and L2 acquisition, implementing education programs in conflict and conflict-affected settings, improving access for girls and vulnerable populations, and implementing in-service teacher training
- Experience in Africa, the DRC or other fragile or conflict-affected country, and/or French speaking education systems desired
- Demonstrated successful track record in implementing comprehensive and complex education interventions in complex settings and achieving results
- Managerial skills in tracking, monitoring, and coordinating multiple project components
- Oral and written fluency in English and French
