II. Organizational Context and Scope
 Under the general supervision of the IOM Chief of Mission in Kinshasa for administrative matters, and the technical supervision of the Chief Migration Health Officer in Ghana, the National Migration Health Officer will be responsible for providing clinical, administrative and project management support for Migration Health Assessments and Travel Health Assistance activities of IOM DRC.  In particular, he/she will:
III. Responsibilities and Accountabilities
  1. Plan, coordinate and manage all the migration health activities in IOM Kinshasa. This include but not limited to (a) logistic preparation for medical screening; (b) handling and safekeeping of individual medical files;(c) collection of bio-data, medical history and physical examination; (d) conducting identity checks of the applicants;  and (e) ensuring of information throughout the health assessment process;
  2. Supervise clinical and non-staff and ensure all migration health activities are performed in an effective and efficiency manner;
  3. Perform migration health assessment of migrants (refugees and immigrants) according to country- specific immigration medical technical instructions and guidelines;
  4. Submit completed medical reports according to country specific technical guidelines and procedures;
  5. Ensure proper identification and coding of biological samples, maintain strict client confidentiality, liaise with various health service providers to facilitate handling of biological samples, and coordinate procedures sputum sample collection for smear and culture for purposes of Tuberculosis (TB) investigation;
  6. Review chest x-ray films, radiologist’s reports and laboratory reports and complete medical forms as per country technical guidelines;
  7. Counsel applicants with chest x-ray findings consistent with active or inactive TB and explain diagnostic procedures for TB investigation;
  8. Counsel applicants diagnosed with tuberculosis or HIV and refer them for treatment and follow at the National  HIV and TB Control Programs or other institutions as appropriate;
  9. Counsel family contacts of applicants with infectious tuberculosis for further investigation;
  10. Review and sign certificates of applicants as required;
  11. Take part in applicant registration and data entry into the appropriate IOM Global Software, if so required;
  12. Undertake quality control/quality assurance by liaising with the service providers (radiology unit, microbiology laboratory) on a regular basis, correct minor digressions from the regular procedure, inform Chief Migration Health Officer about current or potential problems jeopardizing integrity of the program and suggest improvements and ways to optimize procedures;
  13. Any other duties as may be assigned by the supervisor or the Chief of Mission.

V. Education and Experience
a)      Degree in clinical medicine from an accredited academic institution. Master’s degree in Public Health, Epidemiology, Health Management or Internal Medicine is added advantage.

b)      At least five years of  continuous clinical practice post-graduation, registered to practice in DRC and with a valid registration license;

c)       Ability to work as part of a multi-cultural team;

d)      Reliable and able to work under pressure, good organizational skills and drive for results.

e)      Work experience with UN agencies and international organizations is added advantage.
