En RDC, la corruption bat son plein dans le processus de passation de marchés publics. Par exemple, un agent public peut procurer un avantage injustifié à une entreprise pour gagner un marché public. En retour, cette entreprise doit lui retourner un pourcentage dans l’enveloppe reçue pour exécuter un travail d’utilité publique. Une pratique connue aussi sous l’appellation « rétro-commission ».
