Responsibilities:

The QIPs Program Officer will undertake the following duties:

Provide technical and operational support to all Heads of Offices/Sub-Offices and Hosting Section in the implementation of their QIPs portfolio.
Plan, draft and maintain operational directives for Heads of Offices for timely implementation of sector allocation within QIPs policy and operational guidelines, and MONUC/DRC operating environment.
Undertake survey initiatives to improve efficiency of systems initiated. Review, analyze and interpret responses, identify problems and issues, and prepare recommendations for improvement of existing systems in place.
Develop and maintain appropriate mechanisms and systems for sourcing qualitative and quantitative information for QIPs implemented at the sector level and tracking of the same at the mission level.
Undertake missions to sectors offices to monitor implementation progress and training of Hosting Section staff as needed. Formulate and follow-up on recommendations resulting from missions.
Prepare and distribute monthly implementation status reports to the Heads of Offices.
Prepare meeting points and briefing notes on the QIPs program for the SRSG office and/or other senior management staff as and when requested.
Enhance MONUC image in the DRC through the popularization of QIPs achievements through various MONUC media resources.
Administration of QIPs Unit in the absence of QIPs Program Manager.
Any other duties as request by the QIPs Program Manager.

Commitment to Continuous Learning: Willingness to keep abreast of new developments in the related substantive fields. Communication: Good communication (written and oral) skills, including the ability to draft/edit a variety of written reports, studies and other communications; and to articulate ideas in a clear, concise style. Planning and Organizing: Ability to plan own work; manage conflicting priorities and work under pressure of tight deadlines. Technology Awareness: Fully proficient computer skills and use of relevant software and other applications. Good working knowledge of word processing, spreadsheets, and power point is required. Knowledge of Access or other database software is an asset. Keep abreast of current technology and actively seeks to apply technology to appropriate tasks and processes. Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.

Qualifications and Experience:
Education: Advance University Degree (Master Degree) or equivalent preferably in social science, development, public administration or related areas. A first level university degree with a relevant combination of professional qualifications and experience may be accepted in lieu of the advanced university degree. Additional qualification in project and/or financial management will be considered an asset.
Work Experience: At least two to four years (2-4) years of progressively responsible professional experience in humanitarian affairs, development, community or related areas. Additional experience in coordinating support strategies for IDPs, refugees, vulnerable groups in post-conflict situation in an advantage. Experienced in program/projects administration, coordination and management. Experienced in preparation of reports, minutes, presentation to mid and senior level management staff.
Previous experience working with international agencies will be considered an asset.
Languages: Fluent French. Good working knowledge of English (written and oral) is required.
Other Skills: Valid driver license required.
