MISSION DU POSTE

The Administrative Assistant and Translator, as a member of the project team, will be responsible for French-English vis versa interpretation and translation, accounting support, procurement support, and equipment management. In addition, she/he will also assist organizing various level of meetings from the point of project management.

She/he will need to have a high level of interpersonal skills, including communication skills in English and French. In addition, good experiences of the project management, in terms of HR, planning and budget management of project activities, accounting, and procurement are required.

 

PRINCIPALES RESPONSABILITES

The Administrative Assistant and Translator will support the implementation of its activities with the Congolese counter part of the project (DGLM's DSE and DLS, INRB and DPS Kongo Central) from the point of project administration. She/he will also assist the experts in the drafting of the various dossiers and public contracts. Specific responsibilities will include, but not be limited to:

1) Translation

French to English interpretation for the experts at meetings
Translate and proofread documents and letters into French and English and vice versa.
Report on the minutes of the meeting in English

2) Facilitation of the implementation of project administrative activities in collaboration with the Congolese side under the guidance of the Japanese experts

As a member of our organization, under the guidance of the experts, work with the Congolese side to identify key elements to achieve project purpose, analyze problems, identify obstacles and propose solutions from the point of project administrative management, and
Coordinate and harmonize with other development partners in the planning and implementation of activities.

3) Administrative management

For the implementation of field activities, take responsibility for the accounting of public funds in accordance with our regulations.
Under the guidance of the experts, assist in the various procurement to be acquired for the implementation of project activities.
Draft and correct administrative documents such as contracts, official letters, press releases, etc.

4) Miscellaneous

Execute any other tasks necessary to carry out the activities, under the guidance of the experts.

Kinshasa: project office, directorate of epidemiological surveillance (DSE), general directorate for disease control (DGLM), Ministry of Health

Likely frequent business trips to Kongo Central Province.
The Administrative Assistant and Translator will be expected to comply with our safety guidelines and our instructions on preventive measures to minimize the risk of spreading Covid-19.

QUALIFICATIONS

Essential

Degree in business administration or other relevant field related to project administration and management

3-2. Experience

Essential

Working experience as an interpreter
Administrative work experiences
Minimum 3 years of professional working experiences

Desirable

Working experiences as an translator
Experience in the steering and implementation of projects with the government authorities and/or equivalent experience
Working experience in health sector
Experience in working with JICA

3-3. Required Skills

1) Language skills

Perfect command of French and English, read, written and spoken.
Knowledge of other languages (Kikongo and Lingala) desirable.

2) Technical skills

French and English translation and interpretation in the field of health and vice versa.
Official document writing
Good communication and interpersonal skills
Strong negotiation skills with the Congolese people
Analytical and planning skills
Accounting government fund
Procurement and goods management
Public relations of activities supported by government

3) Other

Mastering of IT tools (MS Word, Excel, Power Point, etc.).
Ability to operate social networking sites and hold teleconferences
Ability to work with a wide range of stakeholders
Ability to work with people from diverse cultural backgrounds.
