The Infrastructure Specialist will be part of the UNOPS Programme/ PMO team and will provide advice and support to all infrastructure projects across the Hub.
Located in Kinshasa, DRC the UNOPS Hub in Central Africa covers eleven countries, including DRC, and has an active portfolio of over $180m, mostly related infrastructure projects. The oce has developed strong working relations with the international partners, UN agencies including UN Missions and Governments across Central Africa over the years. It provides technical support and capacity building in strategic development areas including infrastructure rehabilitation and development across health, education, public works, governance/public administration sectors; procurement, project management and sectoral advisory services; peace and security, environmental preservation and protection among others.

 Functional Responsibilities
Support infrastructure Project managers plan and coordinate work activities. Review Bill of Quantities (BoQ) prior to procurement actions, when needed Support Project managers develop and monitor their respective Quality, Health and Safety, Environment plans. Provide monthly report to the HoP/PMO summarizing problems related to quality, health and safety, environmental issues  and other issues relating to possible delays, cost overruns, variations and any other matter related to infrastructure projects following discussions with PMs.
Support PMs complete needs assessment, organize preliminary studies and monitor/supervising consultants. Support the review of requests for new construction and rehabilitation works. Review assessments and reports with recommendations for follow up actions. Assist the Project Manager in redacting the tender dossier, with particular focus to the technical documents (drawings, BoQ, technical specication and standards).
Assist the Project managers to outline design requirements (e.g. timeline) to procure design services, including concept, preliminary and nal stages where applicable. Assist the Project managers to manage the design plan ensuring deliverables are available on time, and to the required quality. Support all infrastructure Project managers with their design review submissions to HQ. Assist the procurement team with technical assistance in preparation of tender documentation and bid analysis where required.
 Ensure all infrastructure projects have eective quality control systems in place. Support PMs, if needed, that the overall management of works implementation to ensure constructions works are completed on time, within budget and to quality standards. Provide spot checks of supervision of the project work progress and quality for on time delivery. Assist the Project manager  in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stake holder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certications, client hand-over documents and contracts close-out reports.
Assist in providing training and technology transfer to national personnel and contractor’s personnel and advice on good construction practices, good environmental management practices, and appropriate health and safety standards during construction Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.

Ensure accurate and timely reporting (monthly, quarterly, annual) Prepare and submit to the Head of Programme (or as requested) report within 5 days of month-end, summarizing progress quality control issues, resourcing and scheduling issues, and any other pertinent facts as required. Produce any appropriate documentation identied by the Head of Programme in a professional and accurate manner.

The eective and successful achievement of results by the Infrastructure Specialist directly impacts on achievement of the projects and consequently reinforces the visibility and image of UNOPS as an eective service provider in project services and management and strengthens its competitive position as a partner of choice in sustainable development and project services.   
 Education
 Certications
Project Management certication (for example PRINCE2® Foundation) is desirable. 
 Experience
Some experience in the UN system organizations and/or a developing country is desirable. 
 Languages
Fluency in English and intermediate French are required. 
6.     Reporting
Advanced University degree (Master’s or equivalent) in Civil Engineering or related eld is required.
First level University degree (Bachelor’s or equivalent) in Civil Engineering or related eld in combination with 2 additional years of relevant professional experience may be accepted in lieu of the advanced university degree
AutoCAD certication is desirable.
A minimum of 5 years of experience, in civil engineering construction management is required.
Work experience in post-conict/ fragile environments is desirable.
