The International Rescue Committee is one of the largest providers of relief and development assistance in the Democratic Republic of Congo. In the eastern province of South Kivu, with an annual budget of more than US $20 million and close to 400 staff, IRC supports Congolese communities and institutions in the areas of emergency relief, health, gender-based violence, governance & community development, and education.

IRC is seeking a dynamic, experienced senior professional with a demonstrated background of success in program implementation and oversight of large, complex grant portfolios, as well as excellent communications and inter-personal skills.

The Deputy Director of Programs (DDP) South Kivu provides leadership to and oversight of the IRC’s programming in five sectors of intervention in South Kivu, ensuring strategic program direction, managed growth and compliance with IRC and donor regulations. Program implementation is of high quality, managed closely through the rigorous use of structured, updated workplans, spending plans, indicator tracking sheets and approved monitoring & evaluation plans. The DDP is able to represent the IRC and the IRC’s interests in a professional manner to implementing partners, the government, and donors.

Based in Bukavu, the DDP reports to the Kivus Provincial Director and directly supervises five Program Coordinators who are responsible for the direct implementation of programs and management of their program teams, as well as the Grants Manager. The DDP also works closely with the Deputy Director in North Kivu to ensure holistic and quality support to IRC’s programming in both Kivu provinces in the sectors of Health, Gender-Based Violence and Community Recovery.

REQUIREMENTS
• Masters degree in international development or management, or equivalent demonstrable experience in relevant fields.
• At least four years’ overseas experience with program management responsibilities, preferably in a post-conflict environment.
• Experience working with and coordinating with international and national partner organizations.
• Strong budget management skills, and experience working with a complex donor portfolio and monitoring large, multi-year donor budgets.
• Strong organizational, interpersonal, and communication skills.
• Demonstrable ability to manage human resources.
• Fluency in French and English.
• Strong proposal and report writing skills in French and English.
• Strong computer skills: competency in the use of Windows MS Office programs (Word, Excel), e-mail programs, etc.

SPECIFIC SECURITY SITUATION/HOUSING
The DDP will be based in Bukavu, South Kivu. While security in Bukavu is generally calm, civil conflict is ongoing elsewhere in the Kivu provinces, and the area is considered unstable at times. The DDP will be provided with individual housing arrangements.
