Food Security Program Manager
NRC has worked in the DR Congo since 2001 and contributes to the improvement of living conditions for displaced through NFI and food distributions, food security interventions, construction of shelters and schools, education, camp management and information, counselling and legal assistance. The main office is in Goma with a liaison office in the capital Kinshasa. Interventions are located in North Kivu (Goma, Béni) and in South Kivu (Bukavu, Baraka). NRC is providing protection and humanitarian assistance to IDPs, refugees and returnees through an integrated approach, with its project activities supporting and reinforcing each other. With the humanitarian needs in connection to the complex security situation, the need for flexible designed assistance and proper monitoring is essential to assure quality implementation.
Job description Administrative
?Overall budget and technical responsibility for the Food Security projects
?Develop steps and procedures in planning and implementation of the Food Security projects ?Monitor, evaluate and suggest changes and improvements in programme and project materials ?Prepare applications and budgets to relevant donors Information/ Reporting
?Prepare monthly reports
?Communicate, exchange information and co-operate with both relevant internal and external actors ?Contribute to meaningful coordination via the Cluster Leadership Approach, but through the Food Security Cluster in particular
?Coordinate and ensure timely and quality Core Activity Database (CAD) reports
?Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the Food Security program Personnel
?Directly supervise the Project Coordinators (PC) at National Level, providing guidance and on the job coaching
?Coordination and information sharing responsibility for Food Security staff
?Ensure continuous capacity building among staff, identifying gaps and potential resources
?Participate in recruitment of key Food Security staff Project
?Responsible for overall objectives outlined in project documents
?Develop project proposals
?Development of all components of the Food Security program, including training and monitoring ?Advocacy – protection work on key IDP, refugee and returnee issues, especially related to access to food security and/or livelihoods
?Carry out frequent field visits to project locations
?Support Area Managers and Food Security field teams in setting up partnerships with relevant local
Education actors and support the capacity building of the latter

Qualifications
?Higher degree in education or related fields of study
?Solid field experience – at least 7 years
?Proven experience in refugee/IDP food security, emergency food assistance and cash and voucher based programmes in complex emergencies
?Experience in capacity building and training of staff
?Experience in staff management in large programs with a wide geographical extension
?Proven experience of management of projects independently and respecting deadlines
?Previous experience with working with WFP and with cash-based programming will be considered an asset
?Experience in logistics/administration management
?Experience of coordination and advocacy work
?Significant understanding of complex emergencies and crisis contexts
?Proven communication, interpersonal and leadership skills
?Fluency in the English and French languages
?Political and cultural awareness and experience of working where insecurity is a major issue ?Computer skills
?Proven skills in report/proposal writing
We offer
?Commencement: September 2012
?Contract period: 12 months
?Salary/benefits: According to NRC’s general directions, and free housing of moderate standard. Please note that tax fees may occur for some countries
?Duty station will be Goma. This is a non family posting. Programme follow up will require frequent travel in the provinces of operational area. Travel outside Goma is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation
