Job Description

Based within the HIV/AIDS & Tuberculosis Global Program, PATH’s Tuberculosis (TB) portfolio consists of a dynamic set of both global and country-focused technical assistance projects. Such projects include supporting DOTS expansion and quality improvement, building the evidence base for successful TB control strategies, laboratory strengthening, TB/HIV service integration, infection control, programmatic management of drug-resistant TB, public-private sector collaboration, introducing and evaluating new tools and diagnostics, and advocacy, communication and social mobilization (ACSM).
With USAID support, PATH is supporting the National TB Program and other key TB partners in the Democratic Republic in Congo (DRC) to implement TB, TB/HIV and MDR-TB activities to improve performance on specific components of the Stop TB Strategy in seven provinces.
PATH is seeking a Chief of Party who will have technical and management responsibility for ensuring the overall achievement of results and coordination with USAID/DRC, the National TB Program, National AIDS Control Program, USAID implementing partners, and other key stakeholders. S/he will be responsible for the successful implementation of the project, achievement of results, and providing technical and overall program direction, as well as completion of required reporting.
Specific job responsibilities will include:
- Lead and supervise a team of technical, administrative and financial staff in Kinshasa and seven provinces; and supervise and provide training and mentoring to PATH project staff in DRC.
- Model effective leadership, including the principles of effective collaborative partnerships.
- Provide strategic technical oversight to ensure that all project activities and products are of high quality and consistent with the NTP goals and the Stop TB Strategy.
- Oversee the implementation of the project, provide technical direction and general program support, and ensure the completion and submission of all project deliverables.
- Ensure that project implementation is in compliance with USAID contract rules and regulations, including ensuring that PATH’s financial controls and systems comply with generally accepted accounting practices that meet USAID standards.
- Provide managerial oversight over project human, financial and material resources, ensuring that all project-procured materials and equipment are safeguarded and prudently and responsibly used.
- Together with staff, identify issues or challenges to effective implementation of workplan activities and develop solutions and strategies to address them.
- Consult with PATH headquarters and other PATH staff for guidance on program development, implementation, and evaluation.
- Act as the point person with donors and partners in-country.
- Represent PATH on national working groups and task forces as appropriate and maintain contacts with other organizations working in TB and HIV in the country.
- Represent PATH at conferences and meetings with national TB programs, donors, technical partners, and others.
- Work with PATH headquarters to regularly update and implement as needed, the security plans for staff and offices in the field.
- Ensure strong coordination with other USAID projects and partners to capitalize on synergies and attain cost efficiencies.
Required Skills
- Proven ability to manage complex public health programs, particularly with TB and HIV components.
- Excellent bridge-building skills with demonstrated ability to work successfully with NTPs, donors, partners, consultants, and staff in delivering project results in a timely manner.
- Demonstrated knowledge of TB program management principles and technical expertise in TB and TB/HIV.
- Demonstrated knowledge of USAID and PEPFAR regulations and procedures pertaining to project design and implementation.
- Demonstrated English and French language skills (FS-3 level or higher).
- Demonstrated ability to develop and expand programs through strategy development, networking, and fundraising.
- Proven skills in community engagement.
- Excellent oral presentation and written communication skills.
- Ability to manage and resolve conflicts.
- Strong computer skills with good knowledge of Microsoft Office.
- Willingness to travel within the DRC and ability to travel up to 20 percent.
Required Experience
- Advanced degree (MS, MPH, MD, and/or PhD) in a relevant field.
- A minimum of 10 years of experience in implementation and management of international public health projects, specifically with TB and HIV/AIDS components.
- Experience working in Democratic Republic of the Congo or other areas of instability.
- Experience in supervision, training and mentorship.
- Experience as a USAID Chief of Party in Sub-Saharan Africa highly desirable
