Responsibilities: The Associate Child Protection Officer (ACPO) reports to a Team Leader in the area of deployment as appropriate.   Under the supervision of the Team Leader, the ACPO will assist in:

  • Best interest of the child: Ensure that the best interest, rights, protection and well-being of all children is given priority both by MONUSCO, Government counterparts, partners and other relevant actors within the area of deployment.
  • Monitoring of grave violations –Carry out extensive field visits to gather and report on grave violations perpetrated against children in a timely and accurate manner. Ensure impartiality, neutrality, confidentiality and security of information collected as well as protection of such information and its sources.
  • Reporting –Draft concise, accurate and timely reports: Daily Reports, Activity Reports, Weekly Incident Reviews, Monthly Reports, flash reports, Incident Reports and other reports as may be required
  • Justice for children – Participate in the judicial follow up of due process against military, police, and elements of the national security services and armed groups who are perpetrators of grave child rights violations.)as per the DRC Law on Protection of Children as well as International Juvenile Justice Standards;
  • Capacity building for local counterparts – Carry out awareness raising, capacity building, training and sensitization of various target groups, including counterparts within Go DRC as well as other relevant Child Protection actors and partners
  • Case referral – Ensure timely referral of cases of children affected by the conflict  to appropriate UN Agencies, NGOs, Government institutions and other relevant actors and partners for appropriate interventions
  • Mainstreaming – Enhance internal co-operation with other MONUSCO Substantive Sections, UN Police and MONUSCO Military in the implementation of MONUSCO Child Protection mandate
  • Co-ordination and collaboration – External formation and enhancement of positive collaborations and partnerships with other Child Protection actors as well as participation in relevant Working Groups and Cluster forums

Competencies:

Professionalism : Knowledge of MONUSCO Child Protection Mandate; Knowledge of a wide range of Child Protection issues as relates to children in armed conflict situations as per various UN Security Council Mandates; Ability to learn more on Child protection given various dynamics in the field; Ability to make concise determinations of children’s best interests; Ability to gather, manage and report children’s information effectively; Ability to work under pressure in remote locations and harsh conditions

Planning and Organizing: Ability to establish priorities, effectively plan work assignments and manage crucial deadlines in a timely manner

Communication: Excellent ability to read, write, speak and understand both French and English; Ability to communicate honestly and respectfully with colleagues as well as with local communities and Counterparts; Knowledge of duty station main local language is required and the knowledge of other local languages added advantage

Judgment/Decision-making:  Ability to make sound judgment in regard to priorities and related appropriate decisions

Teamwork: Good Ability to work in a multicultural, multi-ethnic environment and maintain constructive working relationships with colleagues from different nationalities and across diverse cultural backgrounds.

Qualifications and Experience:

Education: Advanced University Degree in Law, Child Rights and Development, Anthropology, Social Sciences, Humanitarian/Human Rights. A first-level university degree with a combination of 4 years of relevant experience, in lieu of an advanced university degree, is acceptable.

Experience: At least 2 years of relevant experience of working with children either with Government, UN, recognized NGOs, Community-based Organizations or Human Rights Lobby Groups

Language: Fluency in spoken, written and understanding in French & English; Knowledge of the duty station main local language is required and the knowledge of other local languages added advantage.

Other Desirable Skills:  Knowledge of the region of assignment, including the political environment and legal statutes as they pertain to child protection/human rights.
