Management Sciences for Health (MSH) is a nonprofit international health organization composed of nearly 2500 people from more than 74 nationalities working in 47 countries. Our mission is to save lives and improve the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health. Together with our partners, we are helping managers and leaders in developing countries to create stronger management systems that improve health services for the greatest health impact.
MSH is seeking candidates for an upcoming project which will provide technical and implementation support on managing results-based contracts with health facilities, to the Ministry of Health Results-Based Financing (RBF) Unit and other RBF implementing entities at national, district, and community levels. The overall objective of the project is to improve the utilization and quality of maternal and newborn health services in selected districts in DRC. All positions will be based in DRC, and are subject to project award and funding. Specific work locations are TBD.

RESULTS-BASED FINANCING VERIFIER

The Results-Based Financing (RBF) Verifier will be responsible for verifying the performance of districts engaged in RBF activities, and will work closely with each district in organizing ex-ante verification activities, as well as capacity building of district and health facility staff. S/he will also be accountable for accurate verification of the results for facilities in selected districts in DRC.

QUALIFICATIONS:
The ideal candidate should possess a minimum of a nursing degree with experience working in public health and with data management and analysis. The candidate should be willing and able to be trained in RBF and Information Communication Technology (ICT.) Intermediate computer skills in Microsoft Office Suite applications are required. Previous experience in training and capacity building is preferred.

RESULTS-BASED FINANCING COMMUNITY SATISFACTION SURVEY PROGRAM OFFICER

The Results-Based Financing Community Satisfaction Survey Program Officer will provide overall leadership and coordination of the quarterly ex-post verification, including community client satisfaction surveys and counter-verifications of quality checklists at health centers and hospitals.

QUALIFICATIONS:
The ideal candidate should possess a nursing degree or appropriate degree in social sciences and have experience working with local communities. Experience with survey design, administration, data collection and analysis is preferred, in addition to familiarity with data analytical software such as SPSS, SAS, and EpiInfo or similar. Intermediate computer skills in Microsoft Office Suite applications are required.

RESULTS-BASED FINANCING TECHNICAL EXPERT/TEAM LEADER

The Results-Based Financing (RBF) Technical Expert/Team Leader will provide technical leadership and managerial oversight for the project, and ensure timely implementation and reporting of activities. S/he will liaise with other organizations in order to ensure coordination of this project with activities being undertaken by other partners. The Team Leader will supervise all activities under the program and have overall responsibility for the successful performance of the technical assistance team.

QUALIFICATIONS:
The ideal candidate should possess a minimum of a master’s degree in public health, health economics, health management sciences or related field. Experience in the following areas are required; health systems strengthening, project management and implementation of RBF programs in developing countries, all technical aspects of an RBF program, comprised of establishing the service package; setting fees; implementing cost control mechanisms; internal and external data verification; quality verification; and community participation in RBF schemes.
