Organizational Context

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world’s poorest countries by drawing on its combined global resources and expertise.

The Programme Development and Technical Cooperation Division (PTC) is responsible for providing Technical Cooperation (TC) services on technological and economic issues covered by UNIDO’s mandate in developing countries and countries with economies in transition. The Division is made up of six technical Branches and of the Field Offices which comprise UNIDO’s field presence in the regions supported by the Organization. The Division further houses the Bureau for Result Monitoring as well as the Bureau for Regional Programmes.

The UNIDO Country Office in the Democratic Republic of the Congo based in Kinshasa covers the UNIDO programme in the Democratic Republic of the Congo. The overall objectives of the office are: (i) monitoring the substantive activities and resources of the UNIDO programmes/projects in the countries of coverage as well as leading the delivery of high-level technical cooperation services based on identified needs, priorities and demands in the countries, within the framework of the UNIDO mandate; (ii) strengthening dialogue with governments, the private sector, UN organizations, bilateral and international assistance providers, including Development Finance Institutions and Regional Commissions, to coordinate and mobilize resources for programmes and projects; (iii) leading the UNIDO programmes in the specific areas of UNIDO competencies (iv) providing representational, programme leadership, resources mobilization and management functions for industrial information/knowledge in the country; (iv) ensuring the engagement of UNIDO in UN common country planning, programming, funding, monitoring and evaluation activities and to actively contribute to the establishment of the CCA/UNDAF and the consequent joint implementation activities.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Main Functions

The incumbent works under the direct supervision of the UNIDO Representative.

The main objective of the position is to provide driving and logistic support to the UNIDO Representative, as well as to other staff in the Country Office. The position may include periods of physically demanding i.e. driving for long periods or having long working hours, lifting pouch bags, and being exposed to weather conditions and traffic risks.

Function 1: Serve as Driver to the UNIDO office staff and other authorized personnel (Representative, other authorized personnel) to contribute to the day- to-day operations of the office: The incumbent will ensure driving the Representative and other authorized personnel to the various destinations as defined/instructed by the Representative. He/she will meet official personnel at the airport and facilitates immigration and customs formalities as required. The incumbent will also ensure that the steps required by rules and regulations are taken in case of involvement in accident, and ensure proper information flow of incidents to the UNIDO Representative. The incumbent is not permitted to interpret or deviate from the guidelines. Innovative suggestions may, however, be discussed with the supervisor. Assignments are given in clear and detailed instructions. The quality of services rendered to official visitors and staff members on mission has a direct impact on the image of UNIDO.

Function 2: Deliver and collect mail and other documents: The incumbent will receive instructions from the UNIDO Representative and guidance from the Office Assistant concerning routine and non-routine deliveries to be made, including matters related to custom clearance, in line with office requirements.

Function 3: Provide day-to-day maintenance of office vehicles: Check oil, water, battery, brakes, tyres, etc. to ensure optimal operation of the vehicles. Perform minor repairs and arrange for other repairs by professional workshops and ensure that the vehicle is kept in a clean, good and safe working order. Recommendations from the incumbent may be made concerning the maintenance and operation of the office vehicle with the objective of rationalizing expenses. Recommendation for replacement of the vehicle or necessary repair/investment will be made to the UNIDO Representative.

Function 4: Maintain logs for official trips, daily mileage, gas consumption, oil changes, greasing etc.: The incumbent ensures that the steps required by rules and regulations are taken in case of utilization of the office vehicles and maintains the required documentation. The incumbent acts independently but discusses weekly the situation with the UNIDO Representative.

Function 5: Act as office clerk in processing basic and daily routine administration tasks in the day-to-day operations of the Field Office: The incumbent receives instructions from the UNIDO Representative with guidance from the Office Assistant (telephone, reception, mail, etc.) on related duties to perform.

Minimum Requirements

Education:

Completed secondary education of equivalent; driver’s training.

UNIDO Languages:

English (Fluent), Knowledge of another UN language is an asset.

Field of Expertise:

Transport and transportation (3 years and more), a minimum of three years of driving experience. Experience with driving Government officials, other UN staff or diplomatic staff is an asset.

Valid driver’s licence; good/safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair.
