Context: Under the direct supervision of the Chief, Manila Human Resources Operations and Administrative Services (MHRO) and close coordination with Human Resources Management (HRM) Division at Headquarters as well as Panama Administrative Centre (PAC) the successful candidate will be responsible and accountable for managing the global recruitment functions for staff in the Professional category worldwide as well as Headquarters’ General Service staff. Core Functions / Responsibilities: 1. Oversee and monitor global recruitment functions in accordance with the Organization’s Page 1 / 5 policies, instructions and guidelines and ensure compliance. 2. Establish an effective system and delivery of recruitment and selection. • Review and recommend updating of recruitment and selection policy/instructions and strategies in consultation with Human Resources Management (HRM) Headquarters (HQs) and other relevant units/managers. • Advise all managers and staff on issue and process related to recruitment and selection including job analysis, job descriptions, vacancy notices, screening of applicants, interview protocols, candidate assessment, specifically providing guidance to managers on the completion of the required documentation. • Proactively seek out and recommend to HQ, field mission and managers new recruitment sources for publicizing and promoting IOM jobs aiming at increasing the number of qualified applicants to IOM. • Act as focal point for outsourcing of publicizing activities for IOM jobs and coordinate with recruitment organizations to maximize the worldwide outreach for IOM recruitment campaigns. • Manage the implementation of rosters and provide managers with qualified candidates with specific expertise. • Provide support in the creation and maintenance of specialized candidate rosters and other staffing tools which will facilitate strategic staffing decisions. • Closely coordinate and monitor recruitment processing and staffing for emergencies and special programmes. 3. Ensure consistence, fair and transparent application/implementation of recruitment and HR policies organization-wide. • Review all recruitment and requests to fill various positions. Track and follow-up on recruitment requests/staffing requirements and selection process. • Review submitted selection recommendations to ensure compliance to policies, rules and regulations. Review required selection documentations for submission to the Appointments and Postings Board (APB). • Review Terms of References (TORs) to make sure they correspond to appropriate classification and titles in line with the organization’s structure. • Coordinate the process of Junior Professional Officers (JPOs) recruitment in consultation with HRM HQs. • Review exceptional cases and provide recommendation for best course of action taking into consideration relevant recruitment circumstances and Organization’s objectives and priorities. 4. Oversee the review and monitoring of the performance of the eRec system, collection of feedback from users and lead compilation of business requirements for ensuring necessary enhancement of the system in coordination with Information and Communications Technology Division (ICT). 5. Contribute to overall HR plans, strategy and objectives and suggest recommendations for improvement in HR processes and policies. 6. Contribute to the overall HR risk management and develop the risk matrix for global recruitment activities. 7. Develop the business continuity plan for the recruitment unit in coordination with other MHRO units and HRM, PAC. 8. Liaise with senior and hiring managers to ensure that HR operations best meet the staffing needs in line with the organization’s policies and guidelines. Provides advice and support to managers and staff on recruitment and selection matters. 9. Maintain and supervise the routine of recruitment and selection as well as other HR activities. • Supervise and monitor the work of the Recruitment team and provide assistance and support Page 2 / 5 to HR focal points in carrying out recruitment and selection actions/processes. • Regularly review work process flows and distribution of duties within the Unit aiming at constantly improving efficiency and effectiveness of services and ensuring customer-oriented processes and attitude are adopted across all recruitment activities. • Assist senior management and programme managers in achieving the HR Action plans/targets/initiatives. • Contribute to the preparation of HR information tools, including compendium and staffing matrix by providing statistical data and other tailored staffing reports. • Coordinate the preparation of recruitment statistical reports. 10. Capacity building and mission support. • Provide advice and training to managers and HR focal points on recruitment and selection. • Guide and coach Recruitment Unit staff, ensure efficient distribution of work and cooperation within the team. • Advise missions, managers and HR focal points on other HR-related policies and guidelines. • Represent HRM in various training events globally, including regional workshops, etc. with a specific focus on recruitment. • Advise missions on interpreting and applying IOM HR policies, rules and regulations. 11. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience • Working experience in administration and all facets of HR, Talent acquisition, talent management, staff development, performance management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations and development of HR guidelines; • Ability to prepare clear and concise reports; • Previous working experience in an international organisation is an advantage; • Familiarity with the UN common system or similar systems is an advantage; • A high degree of computer literacy is required; good knowledge of MS Office suite and SAP. Languages IOM’s official languages are English, French and Spanish. For this position, fluency in English is required (oral and written).
