Trócaire is one of Ireland’s leading INGO’s, with over 40 years’ of experience in international development. Trócaire works through a partnership approach and is a member of worldwide networks such as Caritas and CIDSE.  In the DR Congo, Trócaire is working with partners to bring about positive and lasting changes around women’s socio-economic and political empowerment. Currently an integrated programme that promote women’s economic, social and political empowerment are being implemented by 17 local partner organisations. Furthermore, the general context of Ituri province is deeply marked by complex conflict dynamics that need to be better understood and the implications for all initiatives to be implemented and studies already conducted as well as those to come should not remain mere research products. In order to be able to deliver the integrated programme and to ensure that conflict transformation is more robust in the context of projects development and implementation by partners, Trócaire in the DR Congo is seeking to recruit a Conflict Sensitivity Technical Advisor to be based in Bunia but with frequent travel to the programme/projects areas and nationwide if needed.  The Conflict Sensitivity Technical Adviser role is new in DR Congo, established in response to greater demand for technical support in conducting regular conflict sensitivity assessment and analysis at the highest quality in order to better inform programme/project design and implementation and train partners staff for better delivery of projects across all thematic areas of their work.

Key Duties & Responsibilities

Technical Support

Provide high quality technical support to partners on characterization of the situation in which a project will intervene showing current, historic and potential future causes of conflict as well as individuals, groups and institutions that play an important role (positive or negative) or are affected by conflict and the relationships between them and the interactions between the profile, causes and actors. This should be done through direct mentoring, coaching and training and through external support and the creation of linkages with relevant actors, sources of information and networks.

Represent Trócaire in spaces that reflect on conflict sensitivity, peace building and cohabitation and share knowledge/updates with Trócaire team.
Actively engage key stakeholders/actors in and outside of the DR Congo that work in the area of conflict sensitivity and peace building.
Conduct and maintain comprehensive and up-to-date analysis on conflict sensitivity and peace building issues in the Ituri Province in line with all thematic areas of Trócaire’s country strategic plan.
Promote the integration of conflict sensitivity and community development plan into programming.
Support the country team to proactively drive an evidence-based agenda around advocacy on conflict sensitivity, peace building and social cohabitation.
Provide regular updates on conflict sensitivity issues to Trócaire programme team and HQ.
Refresh knowledge of programme staff and discuss your experiences on the conflict sensitivity approach
Update conflict analysis map with partners in each of the territory the country programme work.
 Identify some adaptations to partners' projects to make them more sensitive to conflict
Identify some indicators that can help us track interactions between projects and local initiatives.

Programme Quality

Guarantee high programme quality through phased approaches and the use of best practice models and methodologies.
Contribute to the successful delivery of outcomes 2.1; 3.1; 3.2; 4.1 4.2 under Strategic Plan Goal 2, 3 and 4 of Trocaire and ensure conflict sensitivity analysis is mainstream and deliver in related outcomes in the different projects funded by Trócaire, Irish Aid, Sida, Misereor, HPP or external institutional donors.
Support the design and implementation of the gender conflict analysis and integrate findings into programme design and MEAL.
Co-lead in development and roll out of needs assessment, programme baselines and endlines when applicable as well as development of reports with conflict sensitivity lenses.
Actively research areas for innovation and incorporate areas of innovation into proposal processes.
Document programme learning and case studies.

Partner Portfolio Management and Capacity Building

Actively manage a portfolio of partner organisations, including partner communication, proposal development, contracts and information management.
Train all programme partners on conflict sensitivity mapping, conducting assessment and integrating finds into project design, implementation, monitoring and evaluation.
Support accountable and strategic relationships with partners and enhancing partner capacity at an institutional and programmatic level
Manage programme M&E through implementation of results frameworks and logic models, risk matrix, monitoring plan and evaluation processes.
Monitor ongoing implementation of partner projects through field visits.
Offer timely review and provide feedback to partners on all reports.
Support partners to have effective results-based M&E systems in place to gather, manage and analyse quality gender conflict sensitive data.
Manage and monitor programme and partner budgets and ensure timely budget expenditure and value for money ensuring compliance with financial norms and standards.
Produce quality progress reports for internal and external use within stipulated timelines.
Ensure that reports for line ministries and other relevant bodies are submitted on a timely basis.

Integrated Programme Management

Contribute proactively to the successful implementation of integrated programming in collaboration with Trócaire colleagues in and outside of the DR Congo.
Engage actively in coordination meetings with partners (during proposal development stage, grant opening workshops, interim and annual meetings and technical exchange workshops) to aid in programme integration and learning.
Identify any issues that emerge with programme integration and propose and implement solutions.
Document and share lessons learned from programme integration with colleagues and HQ.
Support in the development and implementation of advocacy strategies around conflict sensitivity, peace building and social cohesion process within and among targeted communities.

Institutional Funding

Assist in the development of institutional funding applications (concept notes and full proposals) in close coordination with the DR Congo programme team, Head Office Programme Teams, Institutional Funding Unit and partners, including:
Grant management, if applicable/ available
Assist in the development of donor reports in close coordination with programme team.
When necessary, attend at strategic meetings with donors or key stakeholders.

Other

Participate in wider organisational planning and review work, as and where appropriate.
Any other reasonable duty as may be assigned by the line manager that is consistent with the nature of the job and its level of responsibility.

(E) Qualification

Post-graduate qualification in a relevant area is desirable, or significant experience beyond that outlined below. 

(E) Experience

Minimum five years of working in an international organisation in the DR Congo or abroad.
Significant experience working on conflict sensitivity, social and community cohesion and peace building with a strong gender perspective.
Experience of working in a partnership arrangement with civil society organisations and the use of participatory approaches to development.
