Description of Duties: with limits of delegated authority, the civil Affairs National Professional Officer will be responsible for the following duties:

1. Monitor, analyze and report on important developments and situations in the assigned zones, in conformity with the Civil Affairs Section work plan in particular:

a. Protection of civilians – population movements, risk analysis, the impact of military operations on protection, identification of humanitarian crises, and elaboration of recommendations for a coordinated civil-military approach with a view to improving the protection environment. Undertake contextual analyses of the protection situation in order to assist the blue helmets and the substantive sections of MONUSCO to better to orientate their activities for the reintegration of displaced populations, including internally displaced persons and refugees.

b. Support to Civil Society – continue with the mapping of Civil Society organizations and operational capacities.
c. Interact with local government at the provincial, territorial and sub-territorial levels in order to support needs in terms of evaluation of the local administrative authority, planning and the deployment of civil administration, in particular the implementation and evaluation of interventions in the area of protection.

2. The staff member will backstop colleagues to ensure the continued effective functioning of the CA activities.

3. Support MONUSCO to fulfill its mandate of Protection of Civilians

a. Initiate, organize and take part in Joint Assessment Missions and Joint Protection Teams (JPT), together with the substantive sections of MONUSCO, protection actors and humanitarian & development partners for:

  • Monitoring & analyzing the security, protection & humanitarian situation.
  • Identifying protection needs and opportunities & Drawing up local protection plans.
  • iii. Formulating recommendations for improving security and the protection of civilians.
  • Providing access to insecure/inaccessible areas.

b. Participate in and/or organize other field missions, such as those for the establishment of the Community Alert Networks (CANs).
c. Formulate and follow up on the implementation of recommendations resulting from field trips and missions.
d. Contribute to the development of local protection plans, including early warning mechanisms, and follow up & monitor their implementation through liaison with military, humanitarian and local leaders.
e. Assist with setting up and coordinating communication networks and fora to facilitate communication and interaction between the MONUSCO COB/TOB and the local populations.
f. Assess the impact of protection activities and monitor improvement of the protection situation.
g. Organize and plan the logistics, for humanitarian, CSO and local authority key partners with regard to movement of personnel and cargo.

4. Contribute to communications and reports: Provide support to the organizing and strengthening of, and inputs into, the JPT reports, the weekly/month reports by the Community Liaison Assistants (CLAs), and the reports on the Community Alert Networks (CANs).
5. Perform other duties as required.

Competencies:

  • Planning and organization – Able to plan his/her own work, manage conflicting priorities and work under the pressure of very short deadlines.
  • Communications – Good communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style.
  • Technological awareness – Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet, etc.
  • Teamwork – Very good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Qualifications and experience:
  • Education: Advanced university qualification (Master’s), preferably in social sciences, agriculture (forestry, rural development), public administration/public health, engineering, or other relevant fields. A graduate diploma with a relevant combination of professional and other experience could be accepted in place of an advanced university qualification.
  • Experience: A minimum of three (4) years of progressive professional experience in civil affairs, protection, rehabilitation and development, or other fields.
  • Language: Fluency in spoken and written English and French is required. Knowledge of Swahili would be highly desirable. Knowledge of Kinyarwanda is also an advantage for this position (Eastern region).
