Overview of the Monitoring and Evaluation Specialist Position
Heartland Alliance seeks candidates for Monitoring and Evaluation Specialist for an upcoming five-year USAID-funded program to protect vulnerable children and families from human rights abuses, exploitation and family separation by preventing and responding to vulnerability and abuse, and by supporting interventions that build the capacity of families, communities, NGOs, the private sector and GoDRC to prevent and respond to abuse. The anticipated start date for the program is early-to-mid 2012.

The Monitoring and Evaluation Specialist will be responsible for and serve as primary coordinator for all aspects of planning and oversight of program monitoring and evaluation.

Responsibilities:
- Ensure rigorous monitoring and evaluation of the program, gauge progress against targets, and to assess outcomes and impact of programs;
- Contribute to research plans, needs assessments and situation analyses;
- Review and strengthen M&E tools and approaches;
- Assist with data collection, and manage/organize data collected;
- Evaluate data with staff to identify trends, problems and opportunities;
- Document findings and capture key lessons learned to share internally and externally;
- Provide hands-on capacity building opportunities for local partners.

Requirements
Education and/or Experience:
- Master’s degree in Social Sciences, such as international development, social work, public policy, or other areas directly related to providing services to vulnerable populations, or equivalent experience;
- At least five years of monitoring and evaluation experience in a developing country (experience in Africa is highly desirable);
- Experience with human rights and protection of vulnerable groups;
- Fluency in written and spoken French and English;
- Experience coordinating the monitoring and evaluation of USAID-funded social services
programming is preferred.

Other qualifications:
- Sensitivity to and intimate knowledge of children and families’ human rights and an ability to support and strengthen the autonomy of grassroots organizations/associations;
- Strong commitment to advancing human rights;
- Ability to read, analyze, and interpret complex documents.
