Responsibilities:   Within delegated authority, the COE Assistant will be responsible for the following duties:

  • Coordinates with the Team Leader on the establishment of technical and administrative priorities in the administration and conduct of verification inspections.
  • Perform tasks assigned by the Team Leader in order to ensure effective and timely conduct of inspections.  Be prepared to brief contingent personnel on the duties and responsibilities of the inspector in conducting the verification inspection.
  • Performs as a point of contact between inspected contingents and the team leader on all COE/MOU matters.
  • Briefs units on the requirements of the COE manual in terms of COE responsibilities for Major Equipment (ME) and Self Sustainment (SS).
  • Performs inspection duties as detailed in established timetables of Verification Inspections with the contingents and brief them on the preparations required and the procedures to be followed.
  • Brief back the Team Leader on assigned duties and responsibilities pertaining to the inspections and receive from the Team Leader any necessary input for the preparation of the verification inspection report.
  • Maintain up-to-date details of unit major and minor self sustainment equipment in the DPKO FMLS COE database.
  • Drafts in consultation with the Team Leader, inspection Verification Reports, accompanying covering notes, major equipment details, associated documents, other reports and then obtain the necessary signatures from the appropriate command authorities.  Reports are passed to the COE Unit administrative staff for further action.
  • Ensure that the incoming units on rotation are fully briefed on the COE management system on arrival and that the contingent is aware of their responsibilities as stated above.  Report any loss or damage to COE that could be subject to adjustment in reimbursement to the contributing nation by UNHQ.
  • Record and report all UN assets and services which have been provided to contingents which should otherwise be self sustained.
  • Maintain up-to-dare organization charts on contingents detailing their organization by sub-units and deployment locations of troops, vehicles, and other major and minor equipment to include crew-served armaments.
  • Assist the Team Leader as required in preparation of briefing documents, ACABQ and Audit responses, budget preparation and any other related correspondence.
  • Maintain within the COE database the inventory of COE held by all assigned formed units
  • Identify in consultation with contingent staff, commanders and other appropriate mission and UNHQ staff, contingent major equipment and self sustained deficiencies and surplus compared to the MOU requirements and recommend corrective action to meet agreed MOU or Mission operations requirements.
  • Maintain records of all UNOE on issue to assigned formed contingents.
  • Maintain up-to-date comprehensive documentary and electronic files / records on day-to-day activities relating to contingents and their inspections.
  • Archive records and documents according to the Mission archive plan.
  • Prepares reports using other applications as required.
  • Carries out other tasks as required by the Team Leader.

Qualifications:          

- Education:  High school diploma or equivalent.

-Experience: Five years of experience in contract compliance and management.  Relevant military experience is an advantage.

-Language:     English and French are the working languages of the United Nations Secretariat.

-Other:  Knowledge of UN staff Rules, Regulations, and policies are desirable. The external candidate must pass the United Nations Clerical Test in order to be qualified for an interview.
