FinMark Trust : Local Project Coordinator

To support stakeholder engagement and research on financial inclusion in DRC

FinMark Trust (FMT) is an independent trust whose purpose it is to make financial markets work for the poor by promoting financial inclusion and regional financial integration. In order to fulfil its objectives, FMT developed the FinScope Survey. It is a nationally representative survey of how individuals source their income, and how they manage their financial lives. It also provides insight into attitudes and perceptions regarding financial products and services. Further details on these surveys are available from www.finscope.com or on request.

FMT invites applications from individuals with relevant financial sector experience and project management expertise to support the implementation of FinScope Consumer Survey in DRC.

Scope of work: The Local Project Coordinator will support the Research Manager in the planning, implementation, and monitoring of the FinScope Survey and all related activities, including:

  • Stakeholder engagement with  government officials, line ministries, Statistics Office, the private sector, contractors (research house), and other participating stakeholders (e.g. Steering Committee Members)
  • Questionnaire design, i.e. contextualising an existing questionnaire
  • Literature review, looking at prior surveys and attempts to measure financial inclusion in DRC
  • Collection of supply side information on financial products and services, as well as all financial service points (e.g. banks, ATMs, other nonbank formal service providers) available in DRC
  • Quality control and monitoring of fieldwork processes
  • All logistical arrangements
  • Translations

The anticipated timing of the project is seven months. It is expected to take place during the period June to December 2013 and will require approximately 120 days of time commitment from the Local Project Coordinator during this period.

Eligibility criteria: Interested individuals should possess a variety of skills and demonstrate:

  • In depth knowledge and experience of managing large and complex programs of comparable scale and complexity
  • Extensive experience of working with regulatory agencies, government officials, National Statistics Office, Central Bank, private sector, and financial service providers
  • Proven track record of working in technical areas including financial services sector, research, and evaluation skills

Required qualifications include the following:

  • College or University degree in Economics, Public Administration, International Development, or other relevant field
  • A minimum of four years of relevant experience
  • Experience in project management is required with an excellent understanding of the DRC financial system
  • Excellent computer literacy, including research skills
  • Personal commitment, efficiency and flexibility, teamwork spirit with the ability to work independently or under minimum supervision
  • Excellent communication, written and verbal skills both in English and in French
